SEPTEMBER 22, 2025
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Hopkins Park Board
was held on Monday, September 22, 2025, at 6:30 p.m. in the Council Chambers at City
Hall, 1010 1st Street South.
Chair Hanneman called the meeting to order with Vice Chair Lyksett and Members
Boor, Flynn, Shadis, Wilkus, and Youth Members Garcia-Galindo and Rodriguez
attending. Member Woodfill was absent. Others in attendance included Special
Projects and Initiatives Manager Imihy, Deputy City Clerk Baker, Recreation
Superintendent Davy, and Park Supervisor Brummer.
ADOPT AGENDA
Motion by Lyksett. Second by Wilkus.
Motion to Adopt the Agenda.
Ayes: Boor, Flynn, Hanneman, Lyksett, Shadis, Wilkus
Nays: None. Motion carried.
COMMUNITY COMMENT

Motion by Flynn. Second by Lyksett.

1. Minutes of the August 25, 2025 Park Board Meeting
Ayes: Boor, Flynn, Hanneman, Lyksett, Shadis, Wilkus
Nays: None. Motion carried.
GENERAL PARK UPDATE
V.1. Recreation Update; Davy
Recreation Superintendent Davy provided a summary of the summer season for
Hopkins-Minnetonka Recreation. Topics included Shady Oak Beach concession sales,
watercraft rental numbers, and staff; the popularity of the badminton club; Camp
Hoptonka and other summer programming; and an update on Minnetonka’s recreation
app.
Youth Member Garcia-Galindo provided his point of view on how the summer went as
a seasonal staff member. Member Shadis asked when hiring for summer positions
usually begins and what the name of the recreation app is.

VI.1. Events Update; Imihy
Chair Hanneman and Members Flynn and Wilkus summarized their experiences
during the recent Adopt A Park Appreciation event. Special Projects and Initiatives
Manager Imihy suggested a city-wide cleanup event in the future.
Special Projects and Initiatives Manager Imihy gave an overview of the upcoming
Raspberry Park renaming celebration. Vice Chair Lyksett requested a review of
everyone’s responsibilities for the event. Board members agreed on a formal ribbon
cutting.
Special Projects and Initiatives Manager Imihy reviewed the plan for a future Buckthorn
Bust event on October 4th at Hiawatha Oaks Preserve.
Special Projects and Initiatives Manager Imihy announced a Central Park Open House
event set for November 17th at the Hopkins Pavilion. Board members discussed what
sort of feedback the event was meant to elicit.
VI.2. Food Forest Presentation; Baker
Deputy City Clerk Baker presented to the Board with background information on food
forests. Information included a general description of what a project would include,
benefits and challenges to such a program, management models, and similar existing
infrastructure in Hopkins.
Vice Chair Lyksett sought confirmation on who manages the existing edible
landscaping in Hopkins. Member Boor questioned whether the Master Gardener plots
in the community garden were well-maintained.
VI.3. 2026 Work Plan Draft; Imihy
Special Projects and Initiatives Manager Imihy solicited feedback on the draft of the
2026 Work Plan and asked for any additions that the Board may want to include.
Vice Chair requested that the plan be amended to be more specific in its language
regarding increased communication with area athletic associations. Member Boor
requested the addition of the food forest project and suggested the possibility of field
trips for research and the creation of a work group to manage it.
PARK AREA ASSIGNMENT REPORTS
VII.1. Discussion, Central and Raspberry Parks; Imihy
Member Wilkus made a comment on the lack of shade at Raspberry and the need for
more trees there. Board members discussed the uses of Raspberry and how its shape
and layout influence that. Member Boor asked about the feasibility of recreation

equipment being placed for use in the park’s open space. Chair Hanneman wondered
when sites like Google Maps would recognize the name change; Board members then
took time to submit requests via the Google Maps app.
Chair Hanneman echoed the concern about shade at Central Park and commented on
how sodden the turf can become after rain, the popularity of pickleball, and asked
whether the hockey rink could be used as a dog run in the warmer months.
VII.2. Parks for October Discussion – Maetzold and Elmo Parks
ANNOUNCEMENTS
Chair Hanneman reviewed the upcoming meeting schedule. Vice Chair Lyksett
reminded the board that early voting had started.
ADJOURNMENT
There being no further business to come before the Park Board, and upon a motion
by Wilkus, second by Lyksett, the meeting was unanimously adjourned at 8:01 p.m.
