02-17-2026 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 17, 2026 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Monday, February 17, 2026, at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund, Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant City Manager Casella, City Clerk Domeier, Program Specialist Baker, Finance Director Bishop, and Director of Planning and Development Elverum, Police Chief Johnson, Sustainability Specialist Larson, Arts and Amenities Director Anderson, City Engineer Klingbeil, Activity Center Manager Kivett, and Planner Gallagher. ADOPT AGENDA Motion by Garrido. Second by Hunke. Motion to Adopt the Agenda. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. PRESENTATIONS III.1. Presentation of National Digital Inclusion Alliance Trailblazer Award; Kivett Activity Center Manager Kivett presented the award to the City Council. III.2. 2026 Legislative Priorities; Baker Program Specialist Baker provided an overview of the City’s 2026 legislative agenda. Director of Planning and Development Elverum explained more about the proposed TIF legislation and park dedication fees. Council Member Goodlund said he did not support the opportunity to have local sales tax, but all other members supported the initiative. III.3. Sustainability Update; Larson Sustainability Specialist Larson presented the yearly update on sustainability initiatives and accomplishments across departments. CONSENT AGENDA Motion by Hunke. Second by Garrido. Motion to Approve the Consent Agenda. 1. Approval of Minutes of January 9, 2026, Goal Setting Retreat Proceedings; Domeier 2. Approval of Minutes of February 2, 2026, Regular Meeting Proceedings; Domeier 3. Resolution Supporting Minnesota Department of Natural Resources Outdoor Recreation Grant Application for Central Park and Execute an Agreement, if Approved; Gallagher 4. Resolution Accepting Gifts and Donations Received by the City in 2025; Bishop 5. Resolution Declaring Fire Ladder Truck as Surplus and Authorizing its Sale; Bishop 6. Resolution Closing Fund 229 and Transfer Balances; Bishop HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 17, 2026 7. Second Reading: Ordinance Amending the Development Code Allowing Large Day Cares as a Permitted Use in the IX-S Zone; Krzos Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. NEW BUSINESS VII.1. Resolution Affirming the City of Hopkins Mission Statement and Adopted the 2026 Goals and Strategic Plan for the City of Hopkins; Mornson City Manager Mornson summarized City Council Report 2026 -015. The 2026 goals and strategic plan publicly state the items the City Council wishes to accomplish beyond the normal operations and everyday services provided by the city. Motion by Kuznia. Second by Hunke. Motion to Adopt Resolution 2026-006 Affirming the City of Hopkins Mission Statement and Adopting the 2026 Goals and Strategic Plan for the City of Hopkins. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. PUBLIC COMMENT Marti Priest, 110 12th Avenue North, Hopkins, read a statement on behalf Nacho Estrada, Nacho’s Mexican Restaurant, 1016 Mainstreet, Hopkins, regarding ICE enforcement and need for business support.
