RECOMMENDED ACTION
MOTION TO approve a resolution for the Minnesota Department of Transportation
(MnDOT) State Funded Program for Infrastructure Investment and Jobs Act (IIJA)
Discretionary Grant Assistance Terms Conditions under MnDOT Agreement Number
1058645 and SAP Number 132-589-001.
OVERVIEW
To receive IIJA Assistance from the Minnesota Department of Transportation, the City
Council needs to approve a resolution agreeing to the grant’s terms and conditions.
Hopkins Safe Streets for All (SS4A)
On December 18, 2025, the City of Hopkins entered into an agreement with the U.S.
Department of Transportation Federal Highway Administration for $165,550 to be used
for the SS4A grant. The City also was successful in receiving a local matching grant
through the IIJA program from MnDOT for $4 1,458 for a total SS4A project budget of
$207,008. The resolution for IIJA assistance is to accept the terms and conditions of the
grant consistent with Minnesota Laws.
With light rail transit starting in 2027, Hopkins Safe Streets for All Plan will address
changes in vehicle habits and walking, rolling, and biking patterns across 55.2 miles of
roads within the City. The Plan aims to reduce and eliminate roadway fatalities and
serious injuries in Hopkins through action plan development and implementation. The
Plan will also update the City’s Pedestrian and Bicycle Plan from 2013 and will
incorporate a Safe Routes to School Plan to serve as a comprehensive guidebook for
multimodal safety improvements in Hopkins.
IIJA Assistance Program
In 2021, President Biden signed the Infrastructure Investment and Jobs Act (IIJA) also
known as the Bipartisan Infrastructure Law, which provides a historic investment in our
infrastructure and economy over federal fiscal years 2022 to 2026. MnDOT created the
IIJA Discretionary Match Program with $216.4 million in federal funds provided by the
Minnesota Legislature in 2023 to provide matching funds for federal discretionary
awards for transportation projects. Hopkins was successful in receiving these
competitive funds for its Safe Streets for All plan.

RESOLUTION APPROVING STATE FUNDED PROGRAM FOR IIJA
DISCRETIONARY GRANT ASSISTANCE TERMS AND CONDITIONS

WHEREAS, the City of Hopkins has applied to the Commissioner of Transportation for
a grant from the State Program for IIJA Assistance; and
WHEREAS, the Commissioner of Transportation has given notice that funding for this
project is available; and
WHEREAS, the amount of the grant has been determined to be $ 41,458.00 by reason
of the lowest responsible bid;
NOW THEREFORE BE IT FURTHER RESOLVED, that the City of Hopkins does
hereby agree to the terms and conditions of the grant consistent with Minnesota Laws
2023, Chapter 68, Article 1, Section 2, Subdivision 5(a), and will pay any additional
amount by which the cost exceeds the estimate, and will return any amount
appropriated for the project but not required. The proper City officers are authorized to
execute a grant agreement and any amendments thereto with the Commissioner of
Transportation concerning the above-referenced grant.
