04-07-2026 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 7, 2026 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, April 7, 2026, at 6:39 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund, Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant City Manager Casella, City Clerk Domeier, Director of Planning and Development Elverum, Associate Planner Gallagher, Public Works Director Pavek and City Engineer Klingbeil. ADOPT AGENDA Motion by Hunke. Second by Goodlund. Motion to Adopt the Agenda. Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia Nays: None. Motion carried. PRESENTATIONS III.1. Update from Hennepin County Commissioner Edelson; Hanlon Heather Edelson provided updates on budget, state and federal platforms and challenges, HCMC, Hennepin County highlights and Hopkins projects. CONSENT AGENDA Motion by Hunke. Second by Garrido. Motion to Approve the Consent Agenda. 1. Approval of Minutes of March 16, 2026, Special Meeting Proceedings; Domeier 2. Approval of Minutes of March 16, 2026, Closed Meeting Proceedings; Domeier 3. Approval of Extension of On-Sale Liquor License for Pizza Luce VI, Inc. DBA Pizza Luce VI; Domeier 4. Approval of Contract Extension with Republic Services for Residential Curbside Recycling Services for 2026 to 2031 Term; Pavek 5. Approval of Love Local Storefronts Grant Agreement with Hennepin County Redevelopment Authority; Needham 6. Approval of the Renewal of Shared Bike and Scooter Program License Agreement between the City of Hopkins and Pheenix USH LLC dba Spin; Gallagher 7. Resolution Approving Grant Agreement between the Metropolitan Council and the City of Hopkins for the 2023 Municipal I/I Grant; Klingbeil 8. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 7, 2026 PUBLIC COMMENT Council Member Goodlund read a statement about the Level 3 Sex Offender locating to Hopkins and the need for policy on where high-risk offenders can locate. He requested that staff draft an ordinance. ANNOUNCEMENTS Mayor Hanlon shared the City Council meeting schedule.
