Approval of Minutes of May 19, 2026, Regular Meeting Proceedings; DomeierHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 5, 2026 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, May 4, 2026, at 6:32 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Pro Tempore Hunke called the meeting to order with Council Members Garrido, Goodlund, and Kuznia attending. Mayor Hanlon was absent. Others attending included City Manager Mornson, City Clerk Domeier, Director of Planning and Development Elverum, Associate Planner Gallagher, Program Specialist Baker, and Finance Director Bishop. ADOPT AGENDA Motion by Goodlund. Second by Kuznia. Motion to Adopt the Agenda. Ayes: Garrido, Goodlund, Hunke, Kuznia Nays: None. Absent: Hanlon. Motion carried. PRESENTATIONS III.1. Proclamation Celebrating Asian American and Pacific Islander Heritage Month; Baker Program Specialist Baker summarized City Council Report 2026-045. Motion by Kuznia. Second by Garrido. Ratify Checks Issued in April 2026; Bishop Ayes: Garrido, Goodlund, Hunke, Kuznia Nays: None. Absent: Hanlon. Motion carried. NEW BUSINESS VII.1. Resolution Providing for the Issuance and Sale of General Obligation Bonds, Series 2026B, in the Aggregate Principal Amount of Approximately $7,220,000; Bishop Finance Director Bishop summarized City Council Report 2026-043. The bonds are being sold to finance two purposes: The second phase of the 2025/2026 street and utility reconstruction project in Central Avenues. The bonds for this purpose will be issued with a 16-year term to come from general tax levy, special assessments and utility revenues. Principal payments will be made over 12 years from 2031 to 2042; and 2026 Water & Sewer SCADA Fiber Project. Motion by Kuznia. Second by Garrido. Motion to adopt Resolution 2026-016: Providing for the Sale of $7,220,000 General Obligation Bonds, Series 2026B. Ayes: Garrido, Goodlund, Hunke, Kuznia Nays: None. Absent: Hanlon. Motion carried.
