MOTION TO Approve a Resolution of Support to Host a Minnesota GreenCorps
Member for the 2026-2027 Program Year.
OVERVIEW
The Minnesota GreenCorps Program, coordinated by the Minnesota Pollution Control
Agency (MPCA), aims to preserve and protect Minnesota’s environment while training a
new generation of environmental professionals. The City of Hopkins applied and has
been selected as a host site for the 2026-2027 service year to increase community
resilience through energy conservation and green transportation.
The GreenCorps Member will serve full-time from September 2026 to August 2027 in
both Engineering and Planning and Economic Development departments, being
supervised across departments by the Sustainability Specialist and Associate Planner.
The GreenCorps Member will add staff capacity to implement “Hopkins: Car Optional” in
the 2026 Strategic Plan, implementation will include walk or bike audits, Open Streets
events, bus stop design recommendations, wayfinding signage design standards, and
implementing the Hopkins Climate Solutions Plan to explore shared mobility hubs,
document the City’s community solar portfolio, and research energy conservation
opportunities.
MPCA received 107 total applications in a competitive application and interview
process; the City of Hopkins is one of 58 Minnesota GreenCorps host sites for the 2026-
2027 program year that will be moving environmental projects forward. Host sites do not
pay a fee to participate in the program but are expected to provide supervision, office
space, internet and phone service, training, and any resources necessary for members
to accomplish their projects.

RESOLUTION OF SUPPORT TO HOST A MINNESOTA GREENCORPS MEMBER
FOR THE 2026-2027 PROGRAM YEAR
WHEREAS, the City of Hopkins applied for and has been selected to host an
AmeriCorps member from the Minnesota GreenCorps, a program of the Minnesota
Pollution Control Agency (MPCA), for the 2026-2027 service year in the Energy
Conservation and Green Transportation program; and
WHEREAS, the GreenCorps member will reduce Hopkins’ vehicle miles traveled and
increase energy efficiency through the promotion of Hopkins: Car Optional and
implementation of the Hopkins Climate Solutions Plan; and
WHEREAS, the MPCA requires that the City of Hopkins enter into a host site
agreement with the MPCA that identifies the terms, conditions, roles, and
responsibilities,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby supports the City of Hopkins to host a Minnesota GreenCorps member for the
2026-2027 program year.
