CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, June 2, 2026, at 6:32 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Pro Tempore Hunke called the meeting to order with Council Members Garrido,
Goodlund, and Kuznia attending. Mayor Hanlon was absent. Others attending included
City Manager Mornson, Assistant City Manager Casella, City Clerk Domeier, Director of
Planning and Development Elverum, Associate Planner Gallagher,
Sustainability Specialist Larson, Finance Director Bishop, Program Specialist Baker
and City Attorney Riggs.

Motion by Goodlund. Second by Kuznia.
Motion to Adopt the Agenda.
Ayes: Garrido, Goodlund, Hunke, Kuznia

PRESENTATIONS
III.1. Appointments to Park Board and Planning & Zoning Commission and Oath of
Office; Baker
Program Specialist Baker summarized City Council Report 2026-053 and issued the Oath
of Office to the newly appointed members.
Motion by Kuznia. Second by Garrido.
Motion to appoint Parker Johnson and Natalia Nice-Warfield to the Park Board;
reappoint Elizabeth Boor to the Park Board; appoint Jonathan Lyksett and Amanda
Heiser to the Planning & Zoning Commission; appoint Maggie King as a Youth
Member of the Planning & Zoning Commission; and reappoint Nathan Miller and
Joshua Montgomery to the Planning & Zoning Commission, all with terms ending
on June 30, 2028.

Nays: None. Absent: Hanlon. Motion carried.
III.2. Proclamation Celebrating LGBTQIA+ Pride Month; Baker
Program Specialist Baker summarized City Council Report 2026-054.
Motion by Garrido. Second by Kuznia.
Motion to adopt a Proclamation for LGBTQIA+ Pride Month (Pride Month) in
Hopkins, and to hang Pride flags from every other flagpole along Mainstreet.

Program Specialist Baker summarized City Council Report 2026-055.
Motion by Garrido. Second by Kuznia.
Motion to Adopt a Proclamation celebrating June 19, 2026, as Juneteenth in
Hopkins.
Ayes: Garrido, Goodlund, Hunke, Kuznia

NEW BUSINESS
VII.1. Resolution Awarding the Sale of General Obligation Bonds, Series, 2026B, in
the Original Aggregate Principal Amount of $7,220,000; Bishop
Finance Director Bishop summarized City Council Report 2026-061. The 2026B bond
issue is being sold to finance two purposes: the second phase of the 2025/2026 street
and utility reconstruction project in Central Avenues. The bonds for this purpose will be
issued with a 16-year term to come from general tax levy, special assessments and utility
revenues in which principal payments will be made over 12 years from 2031 to 2042; and
2026 Water & Sewer SCADA Fiber Project. The bonds for this purpose will be issued with
a 16-year term to come from utility revenues. Principal payments will be made over 12
years from 2031 to 2042.
Motion by Kuznia. Second by Garrido.
Motion to Adopt Resolution No. 2026-018: Awarding the Sale of General
Obligation Bonds, Series 2026B, in their original aggregate principal amount of
$6,545,000; fixing their form and specification; directing their execution and
delivery; and providing for their payment.
Ayes: Garrido, Goodlund, Hunke, Kuznia
Nays: None. Absent: Hanlon. Motion carried.

A resident was looking for metro mobility access during the middle of the night to get a
ride to his job.

There being no further business to come before the City Council, and upon motion by
Goodlund, second by Garrido, the meeting was unanimously adjourned at 6:59 p.m.
