JUNE 16, 2026
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, June 16, 2026, at 6:30 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, City Clerk Domeier, Program Specialist Baker, Director of Planning
and Development Elverum, Associate Planner Gallagher, Sustainability Specialist
Larson, Finance Director Bishop, Activity Center Manager Kivett, City Engineer Klingbeil,
and City Attorney Riggs.
ADOPT AGENDA
Motion by Kuznia. Second by Hunke.
Motion to Adopt the Agenda move Public Comment after the Hopkins Raspberry
Festival Update presentation.

III.1. Resolution Approving an On-Sale Liquor and Sunday Sale License for Lago
Tacos Hopkins LLC DBA Lago Tacos; Domeier
City Clerk Domeier summarized City Council Report 2026 -062. The City Council
welcomed Michael Slater, owner of Lago Tacos, and thanked him for investing in Hopkins.
Motion by Hunke. Second by Kuznia.
Motion to adopt a Resolution Approving an On-Sale Liquor and Sunday Sales
Liquor License for Lago Tacos Hopkins LLC DBA Lago Tacos.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
III.2. Hopkins Raspberry Festival Update; LouJean Gleason and Kristi Halverson
The Hopkins Raspberry Festival Committee provided updates on the festival events and
schedule.
PUBLIC COMMENT
Christie Petruska, 410 Murphy Avenue, Hopkins, requested that Downtown Park be
permanently reserved for Flag Day festivities.
Jerry Barham, 305 6th Avenue South, Hopkins, requested an annual Proclamation for
Flag Day and that Downtown Park be permanently reserved for Flag Day festivities.

III.4. Proclamation Celebrating Somali Independence Day; Kahiye
Community Connector Kahiye summarized City Council Report 2026-065.
Motion by Hunke. Second by Garrido.
Motion to Adopt a Proclamation celebrating July 1, 2026, as Somali Independence
Day in Hopkins.

Activity Center Manager Kivett and Hopkins Digital Access Initiative (HDAI) provided an
update.
III.6. Green Line Extension Update Presentation Report; Elverum
Director of Planning and Development Elverum, representatives from Met Council, and
Metro Transit provided an update.
III.7. Fire Department Update; Wenshau
Fire Chief Wenshau provided an update.

Motion to Approve the Terms of the Joint Powers Agreement for Shady Oak
Station Excess Property and Authorize Staff to Prepare the Final Document for
Execution.

VII.2. 2025 Audit and Annual Comprehensive Financial Report;
Finance Director Bishop and Justin Nilson, Parter with Abdo presented the report.
