CR 06-111 Site Plan Review-Former Hopkins Honda Site C\TY Or: m September 27, 2006 HOPKINS Council Report 06-111 SITE PLAN REVIEW - FORMER HOPKINS HONDA SITE ProDosed Action. Staff recommends the following motion: Move to adopt Resolution 06-65. approving a site plan to expand the former Hopkins Honda site at 499 Mainstreet to include 317 Mainstreet for Walser Chrysler Jeep Dodge. At the Zoning and Planning meeting Mr. Aarness moved and Mr. Skiermont seconded a motion to adopt Resolution 06-24, recommending approval of a site plan to expand the former Hopkins Honda site at 499 Mainstreet to include 317 Mainstreet for Walser Chrysler Jeep Dodge. The motion was approved unanimously.:. Overview. In 1985 Rudy Luther's Hopkins Honda was granted a conditional use permit for an auto sales lot at 499 Mainstreet. Hopkins Honda moved to the former Knox site last fall. Luther Hopkins Dodge (former Town and Country Dodge) was proposing to move their operation from 1710 Highway 7 to the former Honda location on Mainstreet. Last February the City Council approved a site plan and conditional use permit for the move. Now Walser Automotive Group is proposing to use the former Hopkins Honda site as part of their operation. Walser Chrysler Jeep will become Walser Chrysler Jeep Dodge. A site plan review is required because the operation is expanding and adding the former Burger King and Walser leasing sites. The applicant has applied to amend the conditional use permit to expand the operation. Primarv Issues to Consider. . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The subject property is zoned B-3, General Business. The Comprehensive Plan has designated the sites as commercial. The proposed use complies with both documents. What are the specifics of the site plan? Exterior The building at 499 Mainstreet will have the same brick exterior. Landscaping The conditional use permit requires that the 20-foot front yard setback be landscaped. New landscaping will be added along Mainstreet. There will be Thornless Honeylocusts planted along Mainstreet with junipers, and shrubs roses. Parking The former Burger King building was removed, and the former Walser leasing building will be removed, and an additional sales lot will be constructed. The customer parking area for 499 Mainstreet will be located on the west side. The following is the parking spaces breakdown when the Walser Leasing building IS removed: 30 customer 76 employee 77 serVIce 20 display plaza 1 73 lot inventory 376 total parking spaces EngineeringlPublic Works The following were the comments in January from the engineering/public works department: · The sidewalk, entrance, and median must be restored with eight-inch concrete. . Identify silt fence on the demolition plan. The following are the additional comments with the new site plan: CR06-111 Page 3 Need gate details at driveways along Mainstreet . Mainstreet is mislabeled "Main Street" . Need drainage area map for existing and proposed condition . Need storm water treatment in new parking area . Previous conditions for the site apply . Will need to get driveway and utility permits Fire Marshal The Fire Marshal has reviewed the proposed plan and found the preliminary plans acceptable. Trash The trash disposal location at 499 Mainstreet is on the east side of the site and will remain in the same location and be screened. Sidewalk The existing sidewalk on Mainstreet and Fifth Avenues will remain. Access Access to the operation north of Mainstreet will be from Fifth Avenue and Mainstreet. Two curb cuts along Mainstreet will be removed. The site plan shows enlargement of the existing curb cut to the east. Setbacks There will be no construction of buildings. The conditional use permit for an auto sales lot requires a 20- foot front yard setback. The site will have a 20- foot landscaped front yard setback along Mainstreet. Watershed District If Watershed District IS required, any approvals are contingent on Watershed District approval. Surrounding uses The site north of Mainstreet is surrounded by residential on the north and part of the east, commercial on part of the east, south and west. CR06-111 Page 4 What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the expansion of the site. Don Schilling and Jack Shimota, representing Walser, and Linda McGinty, representing Luther, appeared before the Commission. Mr. Hatlestad added an additional condition that if Walser decides in the future to construct a fence along Mainstreet, the fence will be constructed of wrought iron and brick pillars, consistent with the Mainstreet theme. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the site plan. By approving the site plan, the applicant will be able to expand the site as proposed. 2. Deny the site plan. By denying the site plan, the applicant will not be able to expand the site as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued.
