Bingo Halis in B -3 District
This is a public hearing for the attached ordinance that would
allow Bingo Halls, in the B -3 district.
A few months ago the City Council denied a request by the Jaycees
to allow bingo in the B -2/B -3 districts. At that time the City
Council stated they would consider Bingo Halis in the B -3
district only.
The City Council has directed the staff to draft an ordinance
that would allow-Bingo Halls in the B -3 district. Bingo Halls
would be a conditional use in the B -3 districts.
The proposed ordinance has four conditions that an applicant
would have to comply with. If the Commission feels that
additional conditions are needed they should be added.
Your action is to approve Resolution No Z89 -13 Recommending
Approval of an Amendment to the Zoning Ordinance allowing Bingo
Halls in the B -3 district.

RESOLUTION NO: Z89 -13
RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL
OF APPLICATION FOR ZONING AMENDMENT ZN89 -5
WHEREAS, an application for a Zoning amendment entitled
ZN89 -1 made by City of Hopkins, to allow Bingo in
B -3 districts is recommended for approval.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for a Zoning Amendment
entitled ZN89 -5 was initiated by the City of
Hopkins on August 4, 1989.
2. That the Hopkins Planning Commission reviwed
such application on August 29, 1989.
3. That the Hopkins Planning Commission
pursuant to published and mailed notices,
held a public hearing on August 29, 1989:
all persons present at the hearing were given
an opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that application for Zoning
Amendment ZN89 -5 to allow Bingo Halls as a
Conditional Use in B -3 Districts is hereby
recommended for approval subject to the following
Findings of Fact:
1. That Bingo is a compatible use with the other
permitted uses in the B -3 district.
2 . That Bingo is currently an accessory use
within the B -3 districts.

BE IT ORDAINED, by the City Council of the City of Hopkins
as follows:
That the Hopkins Zoning Ordinance No. 515 -570 be and the
same is hereby amended by adding the following provisions:
535.01 B -3
Subd. 3. Bingo Halls (2)XCC

Subd. 2.CC) Bingo Halls provided:
1. That the applicant submit a floor plan and
seating plan.
2. That the City approve the hours of operation
and any changes thereto.
3. That the applicant obtain a State Bingo
license.
4. That on -site parking is required as per
Section 550.05.

Subd. 30 Bingo Hall. At least one space for each two
seats based on capacity design.
