05-06-2014 CCA regular meeting of the Hopkins City Council was held on May 6, 2014 in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson and Youakim. Also, present were staff inembers Elverum, Genellie, Harkess, Mornson, Stadler, Stanley and City Attorney Kim Kozar. L CALL TO ORDER Mayor Maxwell called the meeting to order at 7:10 p.m. II. PRESENTATION 1. Citizens Academy Graduation Mayor Maxwell, Mr. Mornson and the Council thanked the Citizens Academy participants for their involvement in the program and presented each with a certificate and Hopkins Historical Society Book. 2. Presentation of Check From BRCC and Shepherd of the Hills Pastor Scott Searl gave an overview of the Shepherd of the Hills fundraiser, partnership with the Blake Road Corridor Cooperative (BRCC) and introduced the committee members. The funds raised in the amount of $12,050.00 were presented to the Council and are designated to community garden improvements at Cottageville Park. Mayor Maxwell thanked Shepherd of the Hills Lutheran for the donation. III. CONSENT AGENDA 1. Approve Minutes of the April 15, 2014 Council Meeting 2. Approve Minutes of the April 15, 2014 Work Session Following the Council Meeting 3. Ratify Checks for the Month of April; (Memo) 4. Approve Temporary Liquor License for the Hopkins Elks Lodge Located at 30 — 8tn Ave South for July 18, 19, 20 and August 16, 2014; (CR 2014-142) 5. Approve the Metropolitan Livable Communities Act Grant Sub-Recipient Agreement with PPL for the Oxford Green Project 6.Adopt Resolution 2014-023, Cancelling Collection of Special Assessment on Four Properties; (CR 2014-046) Council Member Gadd moved and Council Member Halverson seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. IV. PUBLIC HEARING 1. Public Hearing on Street Reconstruction Plan and Approve Resolution 2014-022 Adopting a Street Reconstruction Plan and Authorizing Issuance of Street Reconstruction Bonds, (CR 2014-045) Ms. Harkess and Ms. Stacie Kvilvang of Ehlers and Associates, Inc. addressed the Council and gave an overview of the 5-year Street Reconstruction Plan. Ms. Kvilvang gave an overview of the 2014 & 2015 project area, maximum bond amounts far the projects, bond issuance procedure, debt capacity; bond rating and date of bond sale. There was Council discussion regarding the 2016-2018 project schedule. Ms. Kvilvang commented that there is no project scheduled at this time but projects could be added by going through the public hearing process or in other traditional ways. Ms. Harkess commented that if the bond price comes in at a lower amount, the size of the bond would be reduced. Mayor Maxwell opened the public hearing at 7:36 pm. No residents came forward to address the Council. 1 Council Member Youakim moved and Council Member Halverson seconded a motion to close the Public Hearing. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The public hearing was closed at 7:36 p.m. Council Member Gadd moved and Council Member Cummings seconded a motion to Approve Resolution 2014-022 adopting a street reconstruction plan and authorizing the issuance of street reconstruction bonds thereunder. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. V. ANNOUNCEMENTS 1. 2014 Step-to-it Challenge Starts May 1 and ends on May 31 2. Mainstreet Public Information Meeting on May 6cn from 5-7 at the Art Center. 3. HBCA Meeting on May 8cn from 7:30 am — 9:00 am at Citizens Bank 4. Mainstreet Days is Saturday, May 17 5. Shady Oak Road Open House is May 21sc from 5:30 pm — 7:00 pm at the Fire Station. 6. Girls on the Town on May l Ocn from 10:00 am to 3:00 pm. 7. Cottageville Park Open House on May 20t", 5:30-7 pm at Eisenhower Community Center. Representatives of the Hopkins Jaycees came forward and gave an overview of Hopkins Mainstreet Days on May 17�h. Mayor Maxwell thanked the Jaycees for their involvement in the Hopkins community. VI. ADJOURNMENT There being no further business, Council Member Halverson moved and Council Member Youakim seconded a motion to adjourn the meeting.
