09-16-2014 CCA regular meeting of the Hopkins City Council was held on September 16, 2014 in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson and Youakim. Also, present were staff inembers Elverum, Genellie, Harkess and Stadler. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:03 p.m. II. PRESENTATION 1. Proclamation for Bill Light Mayor Maxwell read the proclamation declaring October �9, 2014 as William (Bill) Light Day in the City of Hopkins encouraging all citizens to recognize his achievements. 2. Boryspil Students Update Three students from Boryspil, Ukraine gave an overview of the events and activities they have participated in while visiting the United States. Mayor Maxwell welcomed the students and presented them gifts from the City of Hopkins. Boryspil, Ukraine is a sister city to the City of Hopkins. III. CONSENT AGENDA 1. Approve Minutes of the September 2, 2014 Council Meeting 2. Approve Minutes of the September 2, 2014 Work Session Following the Council Meeting 3. Approve Minutes of the September 9, 2014 Work Session 4. Adopt Resolution 2014-051, Authorizing Installation of a Disabled Parking Zone at 22 Jackson Ave South; (CR 2014-097) Recommend Appointing Reed Yngve to the Hopkins Park Board Commission Council Member Cummings reminded all residents not to leave their running motor vehicles unattended. Council Member Youakim moved and Council Member Gadd seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. IV. NEW BUSINESS 1. Call for Refunding on 2007A and 2007B Bonds; Harkess Ms. Harkess, Finance Director, gave an overview of the opportunity to refund the 2007A & B Bonds and realize an estimated savings of $555,000. The 2007A bonds were sold to finance the fire station and public works facility projects. The 2007B bonds were sold to finance street improvements. The savings from refunding the bonds will reduce the required tax levy. Ms. Harkess explained that the bond will have a nine-year life, maturing in 2023, which is the original maturity date for the 2007A bonds, but the interest rates are significantly lower. Council Member Cummings moved and Council Member Halverson seconded a motion to adopt Resolution 2014-052 Providing for the Sale of $6,545,000 G.O. Refunding Bonds, Series 2014B. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. V. ADJOURNMENT There being no further business, Council Member Gadd moved and Council Member Youakim seconded a motion to adjourn the meeting.
