11-18-2014 CCA regular meeting of the Hopkins City Council was held on November 18, 2014 in the Council Chambers
of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson
and Youakim. Also, present were staff inembers Elverum, Genellie, Mornson and Stadler.
L CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:01 p.m.
II. ADOPT AGENDA
Council Member Cummings moved and Council Member Halverson seconded a motion to adopt the
Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd,
aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion
carried unanimously.
III. CONSENT AGENDA
1. Approve Minutes of the November 5, 2014 Council Meeting
2. Approve Minutes of the November 5, 2014 Work Session Following the Council Meeting
3. Second Reading of Ordinance 2014-1081, Tobacco;(Memo)
4. Second Reading of Ordinance 2014-1070, Liquor Stores; (Memo)
5. Adopt Resolution 2014-075, Approving Contract Authorizing the Hopkins Fire Department to
Continue with the State of MN HazMat Chemical Assessment Team; (CR2014-128)
6. Adopt Resolution 2014-076, Approving Regional Trail Winter Use; (CR2014-130)
7. Order Public Hearing on Transfer of Control of Cable Television Franchise; (CR2014-091
Mr. Genellie, Assistant City Manager, gave an overview of the transfer of control of the Cable Television
Franchise Public Hearing scheduled for December 16, 2014.
Council Member Gadd moved and Council Member Youakim seconded a motion to approve the Consent
Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd,
aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion
carried unanimously.
IV. ANNOUNCEMENTS
• Lift Station Public Open House: Wednesday, November 19, 2014 from 6-8 pm at Eisenhower
Community Center, Room 223 (1001Highway7).
• Mr. Stadler, Public Works Director, will update the Council regarding the lift station at the
December 2"d Council meeting.
• Next City Council meeting is December 2, 2014.
• The application deadline is November 25, 2014 to apply for the City Council vacancy due to
Council Member Youakim's election to the Minnesota State Legislature.
• Council was given handouts explaining the MnDot gas tax.
• Christmas in the Park Tree Lighting sponsored by the Hopkins Elks will be Friday, November 28, 6
pm at Downtown Park.
• Old Fashioned Holiday in Hopkins event is Saturday, November 29, 1-3 pm followed by lighting of
the Clock Tower at 5 pm.
Mayor Maxwell wished everyone a safe and Happy Thanksgiving.
V. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member Gadd seconded
a motion to adjourn the meeting. The meeting was adjourned at 7:07 p.m.
