Craig : The City of Hopkins has the opportunity to host a truly unique and exciting sports event this summer--criterium bicycle racing . Bicycle racing is the world ' s second largest sport and our company , Middle East Pro Sports , in conjunction with the Minnesota Cycling Federation would like to bring this excitement to Hopkins on Saturday , July 12 , the first weekend of the Raspberry Festival . We would like to lend our resources in adding to the spirit of your festival by introducing bicycle racing to an unfamiliar but enthusiastic community . • "Criterium" races are events held on short , closed-loop circuits in urban areas (providing excellent spectator viewing ) having various length and duration . We would like to hold a series of four races--one A and one B class , one women ' s and veteran ' s class and one novice or citizen ' s class for a total time of approximately 3 1/2 to 4 hours . A six dollar entry fee would be charged to each contestant ( 15% goes to Raspberry festival) , and a liability release form would be signed by all adults and guardians of any minors . I first contacted Kathy Christophilis about the idea and she is lending her suport to our proposal . Yesterday Kathy , Lt . Don Bentley and I met to determine a location which will provide a safe , visible area to hold this event. I suggested the area shown on the attached map because it would disrupt as little business as possible while affording the community a chance to have an event of this caliber adding to the attraction of your Raspberry Festival . We would like to use Excelsior as our north boundary since it would draw the best public attention to the 410 race while traffic could easily detour one block north . Lt . Bentley has stated "that it can be done . " The west street would be 9th , the east 8th . On this map , the blue route was my initial choice; the green route my second choice . We will provide hay bales at each detour point to separate the racers from any contact with the traffic , plus we will provide personnel to monitor the detour areas and alleys . PROPOSAL : Bicycle Race--"Raspberry Criterium" WHERE : Excelsior Ave . , 10th Ave . , 1st St . , 9th Ave .41/ t WHEN : Tuesday , July 15 from -i--:-8$ p .m. to 9 : 00 p .m. WHO : Gopher Wheelmen (A Minnesota Cycling Federation bicycling club , under the jurisdiction of the United States Cycling Federation-USCF ) and Middle East Pro Sports (MPS , a private sports promoting company ) DETAILS : General : This event will consist of three separate races . Two for licensed USCF racers ( one I-II class and one III-IV class ) and one open to the public . Each USCF race will be 25 miles in length , ( 50 laps of said course ) lasting about 45 minutes to one hour . The Open- Class race will be five miles ( 10 laps ) and last about 45 minutes . Awards/prizes will be given at the finish of each race . Racer Rules : • 1 ) All entrants sign liability waiver forms ( to be supplied by MPS) , minors must be co-signed for by legal parent or guardian . 2) USCF rules apply to sanctioned races 3 ) All USCF entrants must have helmets meeting USCF requirements . REGISTUTION : To begin at 5 : 30 in the parking lot in said block . Cost will be $4 .50/ I-II , $3 .50/III-IV „ and $2 .00/Open . Waivers to be signed at registration . Registration administered by MPS . CUURE SECURITY : The Gopher Wheelmen will provide a minimum of 12 experienced personnel ( designated by matching t-shirt and hat with race logo ) to monitor traffic at all barricades and alleyways . City of Hopkins will be responsible for placing barricades in advance of race time . As per Lt . Don Bentley , there will be one regular • . sheriff on duty and possibly 5-6 reservists during the race . All security personnel will answer to the sheriff on duty . The Gopher Wheelmen will supply hay bales at corner barricades to prevent possible contact with traffic in the event of a slide-out . MISCELLANEOUS : Start/finish line wil be on 10th Avenue . All announcing to be done through MPS personnel , located in the parking lot of said block . The Hopkins Raspberry Festival to receive 15% of gross on entry fees .
