RESOLUTION NO. 79-2781
A RESOLUTION EXPRESSING THE WILL OF THE
COUNCIL REGARDING CSAH 18 CONSTRUCTION
DETOURS.
•
WHEREAS, the Hennepin County Depepartment of Transportation .
submitted a letter to this Council dated June 19 , 1979 , regarding pro-
posed traffic routing during the construction of C. S .A.H. 18 through
Hopkins.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Hopkins -
Sect. 1. The Hennepin County Department of Transportation is
to be commended for dropping plans to detour C. S.A.H.
18 traffic on City streets during Phase 2 of construc-
tion.
Sect. 2. This Council strongly recommends that either the detour
• remain unchanged during Phase 3 of construction, or that
traffic be detoured onto 2nd St. N.E. , rather than return
traffic to Minnetonka Mills Road and 5th Avenue North .
This recommendation is made because of the residential and
. recreational nature of the latter two streets.
Sect. 3. This Council strongly recommends that an approach be made
to the City of St. Louis Park regarding the use of Aquila
Avenue and 36th Street for detour purposes during Phase 2
and Phase 3 . This would substantially reduce mileage , eli-
minate conflict of C. S .A. H. traffic with the construction
zone at C.S.A. H . 18 and State Highway 47 , and substitute a
generally commercial area for the Oak Ridge Road area of
Hopkins and Minnetonka , which is principally residential .
Furthermore , the expense of maintenance of this proposed
detour is counterbalanced by the deletion of county main-
• tenance on the former C. S .A.H. 18 roadway.
• :t. 4 . The City Police. Department , and staff generally, are hereby
charged to strictly enforce all City ordinances, and
• especially laws concerning weight and speed, on routes which
110 may be chosen by those seeking to avoid the posted detours.
Passed and adopted by the Council of the City of Hopkins, Minnesota ,
at a regular meeting held the 3rd day of July, 1979 .
