RESOLUTION NO. 78-2715
A RESOLUTION AMENDING PREVIOUS CITY OF HOPKINS
RESOLUTION 76-2548 PERTAINING TO THE HOPKINS REDEVELOPMENT
PROGRAM FOR THE CENTRAL BUSINESS DISTRICT OF
THE CITY OF HOPKINS BY INCREASING THE TERRITORY
AND AREA THEREOF FOR THE PURPOSE OF ADDITIONAL PARKING AREA
WHEREAS, the City Council of the City of Hopkins at a regular meeting
thereof held on December 7, 1976, passed and adopted Resolution No. 76-2548
relative to and approving a program for the redevelopment of the downtown
central business area in Hopkins, Minnesota, all pursuant to M.S.A. Chapter
462, and
WHEREAS, the Housing and Redevelopment Authority of Hopkins, Minnesota,
has now prepared an amendment to the territory and area of the downtown central
business district of Hopkins, Minnesota, by adding thereto the following premises
which are contiguous to and abut upon said central business district and are
411 described as follows:
Beginning at a point which is described by the intersection of two lines,
one line being the easterly right-of-way line of Seventh Avenue South
and the other line being the southerly right-of-way line of Second Street
South; thence proceeding southeasterly at right angles to the south line
of Second Street South to the south line of the Burlington Northern
Railroad right-of-way, now vacated; thence southwesterly and westerly
along said south line of the Burlington Northern Railroad right-of-way,
now vacated, to the west line of Eleventh Avenue South, as extended;
thence north along the west line of Eleventh Avenue South, as extended,
to the south line of Second Street South; thence easterly and northeasterly
along the south line of Second Street South to the point of beginning,
which additional premises are necessary to such redevelopment for public parking
and related purposes, and
WHEREAS, said amendment has been submitted to the Hopkins Planning
Commission for opinion and review, and by proper Resolution of said authority,
did approve said amendment and authorized the application thereof to the City
Council of Hopkins for its approval, all pursuant to M.S.A. 462.515, and
WHEREAS, application for the approval of said amendment and plan has
now been made to the City Council of Hopkins, including a statement of the method
proposed for financing such additional development, and the City Council on
September 19, 1978, duly held a public hearing on said amendment pursuant to
such notice, all as required by Minnesota Statutes 462.521, as amended, and
WHEREAS, the authority has studied the location and the physical
condition of the land and its intended uses, environmental influences, and
economic conditions related to the entire program area, and
WHEREAS, the members of the City Council have personal knowledge of
the conditions prevailing in the program area and in the locality generally
and of the premises hereby intended to be added to said program, and are
otherwise fully advised in the premises.

NOW, THEREFORE, the City Council of the City of Hopkins, Minnesota,
hereby makes the following findings, determinations, and Resolution:
1. That it is necessary, desirable and proper for the development
of the downtown central business area in Hopkins, Minnesota, that there be
added to said area for public parking and other related purposes the premises
hereinabove described.
2. That said premises are vacant and unoccupied, and therefore no
families or other persons would be displaced by such addition.
3. That such addition and amendment conforms to the general plan
for the development of the locality as a whole.
4. That the method proposed for financing the improvement of said
additional territory is feasible and adequate to finance said additional project.
BY REASON OF ALL THE ABOVE, IT IS HEREBY RESOLVED, by the City Council
of the City of Hopkins, as follows:
A. That the addition of those certain premises hereinabove described
for the purposes hereinabove set forth, including the method proposed for the
• financing of the improvements thereon, be and is hereby in all things approved.
B. That the Mayor and the Manager are hereby authorized and directed
for and on behalf and in the name of the City of Hopkins, to execute all necessary
documents and agreements and to take such other action as may be deemed necessary
and desirable to assist in the implementation of the purposes of this Resolution
and of the entire program of redevelopment heretofore established and created
in and for the City of Hopkins.
Passed and adopted by the City Council of the City of Hopkins,
Minnesota, at a regular meeting held on the 19th day of September, 1978.
