RESOLUTION NO. 78-2720
RESOLUTION ADOPTING ASSESSMENTS
WHEREAS, pursuant to proper notice duly published and given as required by
law, the City Council of the City of Hopkins has met and heard on September 19, 1978,
and passed upon all objections to the proposed assessments for the improvement of
certain streets, avenues and thoroughfares in the City of Hopkins, all as more fully
set forth and described in Exhibit A. attached to Resolution No. 78-2701 adopted
July 18, 1978 and Resolution No. 78-2713 adopted August 15, 1978; and
WHEREAS, each of said improvements as set forth in said Exhibit A.
were presented and considered by said Council separately at said meeting and each
separately accepted and adopted by unanimous vote of said Hopkins Council;
411 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA,
as follows:
1. Such proposed assessments, a copy of which is attached hereto and made
a part hereof and hereby accepted and shall constitute the special assessments against
the lands therein named and each tract of land therein included is hereby found to be
benefitted by the proposed improvement in the amount of the assessment levied against
it.
2. Such assessments shall be payable in equal, annual installments extending
over the periods of years set forth in the Schedules of Assessments, the first of the
installments to be payable on or before January 2, 1979. Any deferred installments
• shall bear interest at the rate of six percent (6%) per annum from the 1st day of
October 1, 1978. To the first installments shall be added interest on the entire
respective assessments from October 1, 1978, until December 31, 1978. To each
subsequent installments, when due shall be added interest for one year on all unpaid
installments.

3. The owner of any property so assessed may at anyl except between November
15th and December 31st, prior to the certification of the assessments to the Hennepin
County Auditor, as herein provided, pay the whole of the assessments against any parcel
with interest accrued to date of payment, to the City Manager, except that no interest
shall be charged if the entire assessment is paid before November 15th. Also, the
owner of any property may at any time thereafter, except between November 15th and
December 31st, of each year, pay to the City Manager, the entire amount of the assess-
ments remaining unpaid.
4. The Clerk shall forthwith transmit a certified duplicate or duplicates
of these assessments to the Hennepin County Auditor to be extended on the proper tax
lists of the County, and such assessments shall be collected and paid over in the
40 same manner as other municipal taxes.
Passed and adopted by the Council of the City of Hopkins, Minnesota this

1. Concrete surfacing on the north-south alley between Seventh and Eighth Avenue South
from Seventh Street to Eighth Street South, total cost of the project being $9,303.00
of which $7,442.49 is proposed to be assessed to Lots 1 thru 48, inclusive;- Block 7,
West Minneapolis Annex.
2. Concrete surfacing and blacktop patch to meet existing driveways on the east-west
alley between Tenth Avenue North and Eleventh Avenue North, south of First Street
North, total cost of the project being $6,475.30 of which $5,381.42 is proposed to
be assessed to Lots 1 thru 24, inclusive, Block 69, West Minneapolis Second Division.
3. Concrete surfacing and blacktop patch to meet existing driveways on the north-south
and east-west alleys between Fifteenth Avenue North and Sixteenth Avenue North, south
of First Street North, total cost of the project being $12,971.76 of which $10,473.20
is proposed to be assessed to Lots 1 thru 25, inclusive, Block 8, Gibb's First Additio:
to West Minneapolis.
4. Bituminous surfacing on Eighth Avenue South from Excelsior- Avenue southerly to east-
west alley, total cost of the project being $2,184.26 and the area to be assessed
being Lots 1 thru 6, inclusive, Block 3 and Lots 1 thru 6, inclusive, Block 4,
West Minneapolis.
5. Street construction gravel base and bituminous surfacing on Eighth Street South from
Sixth Avenue South to Eighth Avenue South, total cost of the project being $20,200.13
and the area proposed to be assessed being: The parcels facing Sixth, Seventh, Eighth
Avenue South between Seventh and Eighth Street South and the City Park as follows:
Parcels 7022, 7012, 4460, 4410, 3810, 3620, 3637, 3753, 3647, 3642, 6620, 6610, 6420,
410 6410, 6430, 8040, 8045 and 4001, all the above parcels in Section 25, Township 117,
Range 22; also Lot 6, Block 1, Park Valley Manor; Lots 1 thru 8, inclusive, Block
2, Park Valley Manor; Lots 1 thru 4, inclusive, Block 1 and Outlot A, South Meadows;
Lots 1 thru 3, inclusive, Block 1„ South';Meadows Second Addition; Lots 1 and 4, Block
1, Westlings Addition; Lots 1 thru 48, inclusive, Block 7, West Minneapolis Annex.
6. Installation of storm sewer on Eighth Street South from Sixth Avenue South to Eighth
Avenue South, total cost of the project being $6,463.00 of which none is to be
assessed.
7. Bituminous curb and bituminous repair on the west side of Powell Road from a point
450 feet north of Excelsior Boulevard to a point 200 feet north, total cost of the
project being $862.50 and the area to be assessed being: (Parcel 5200) That part of th
Northwest Quarter (NWS) of Southwest Quarter (SW1) lying west of east 917.3 feet
thereof and north of Excelsior Boulevard, except road, Section 20, Township 117,
Range 21.
8. Street construction gravel base and bituminous surfacing on Eleventh Street South from
Eleventh Avenue South to a point approximately 2,000 feet east, total cost of the
project being $21,204.94 and the area to be assessed being: Lots 14 and 15, Block 2,
Davison's Addition to West Minneapolis and Westbrooke IV.
9. Concrete curb and gutter and concrete edger on Eleventh Street South from Eleventh
Avenue South to a point approximately 2,000 feet east, total cost of the project
being $5,152.92 and the area proposed to be assessed being Westbrooke IV.
10. Utility bill at 805 Excelsior Avenue West, total cost being $193.10 and the property
proposed to be assessed being Lot 9, Block 67, West Minneapolis Second Division.
11. Ornamental street lights on Drillane Road; Drillane Road North; Drillane Road South;
and Drillane Circle, total cost of the project being $1,905.30 and the area proposed
to be assessed being: Lots 1 thru 7, inclusive, Lots 10 thru 15, inclusive, Block 1;
Lots 1 thru 4,inclusive, Block 2; both in Drillane; Lots 1 thru 5, inclusive, Block
1, Drillane West; Tracts A and B, Registered Land Survey No. 1075.
12. Acquisition of land and construction of a public parking lot on Lots 7, 8, 9, 16, 17
