RESOLUTION NO. 78-2731
A RESOLUTION EXPRESSING SUPPORT FOR RESIDENTS
CONCERNING BILLBOARD PETITION.

WHEREAS, a petition has been presented regarding
the erection of a billboard in St. Louis Park adjacent to a
Hopkins apartment building.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
HOPKINS RESOLVES:
1. That this Council supports the petitioning Hopkins
residents in their efforts to obtain the removal of
the billboard located at the southeast corner of
Blake Road and State Highway No. 7.
11111 2. That a copy of this resolution be sent to the Minnesota
Department of Transportation and the City of St. Louis
Park.
Passed and adopted by the Council of the City of Hopkins ,
Minnesota, at a regular meeting held the 17th day of October,
1978.

A billboard has been placed at the southeast corner of State
Trunk Highway #7 and Blake Road in the City of St . Louis Park
abutting the City of Hopkins on property owned by the public
and designated as state highway right of way or access right
of way. This sign is located approximately 200 feet from an
apartment building known as Cambridge Towers , 1301 Cambridge
Street , Hopkins .
The following persons being residents of Cambridge Towers ,
1301 Cambridge Street , object to the installation of the
billboard on the following basis and request that itsbe
removed no later than September 15 , 1978 .
1 . The State Highway Department has been acquiring
billboards located near residents , schools and
churches through the use of special beautification
funds .
• 2 . National policies discourage the placement of
billboards which are directly visible to residences .
3. Placement of billboards on public property is
inconsistent with #1 above .
4 . The billboard blocks the view from several residents
in the building and is detrimental to all other
residents of Cambridge Towers .
