2-15-1977CC A regular meeting of the Council of the City of Hopkins, Minnesota, was held on Tuesday, February 15, 1977, at 7:30 p.m. , in the Council Chambers in the City Hall. 0 Present were Mayor Miller, Councilmen McDonald, Milbert, Pokorny and Slaton, also City Manager Craig, City Clerk Richardson, City Engineer Strojan, Asst. Engineer, Anderson, Operations Director Beecher, Building Inspector Kohnen, Community Development Officer Kerrigan and Acting City Attorney Otto. Absent: City Attorney Vesely. At this time in the meeting Mayor Miller introduced to the Council and audience, the new City Manager, Mr. William P. Craig, who started his duties as City Manager on Tuesday, February 15, 1977. Reel 211 Mr. Milbert moved, and Mr. McDonald seconded the motion, that the two items Side 1 under the CONSENT CALENDAR, be approved: 6- 1. Minutes of the February 1, 1977, Council meeting. 2. Additional 1977 misc., license applications. (see list attached) A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried unanimously. * * * * * * * * * * 40 Action: Mr. Pokorny moved, and Dr. Slaton seconded the motion, that the expenditures dated -41 February 15, 1977, Warrant No. 497, in the amount of $120,655.34, be approved and authorized for payment. A poll of the vote was as follows: Mr. Pokorny, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 77-12-R. Mr. Milbert moved, and Mr. Pokorny seconded the motion, that Resolution No. 41-65 77-2557, "RESOLUTION ESTABLISHING A PUBLIC PARK IN THE CITY OF HOPKINS AND AUTHORIZING ACQUISITION OF SITE THEREFOR AND THE CONSTRUCTION AND THE DEVELOPMENT THEREOF", be adopted as amended,by deleting the following from paragraph 4,"it being understood that such premises shall not be used for sports, athletic contests or games or other similar playground purposes". A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 77-22-R. Dr. Slaton moved, and Mr. Milbert seconded the motion, that Resolution No. 65-87 77-2558, "RESOLUTION AUTHORIZING THE CITY OF HOPKINS TO ENTER INTO AN AGREEMENT WITH THE STATE OF MINNESOTA DEPARTMENT OF HIGHWAYS FOR REVISION OF EXISTING TRAFFIC SIGNALS ON TRUNK HIGHWAY #7 AT 17TH AVENUE NORTH, 12TH AVENUE NORTH, 5TH AVENUE NORTH AND THEIR INTERCONNECTION TO SHADY OAK ROAD IP IN HOPKINS, MINNESOTA", be adopted and that the Mayor and City Clerk be authorized to sign the accompanying Agreement. A poll of the vote was as follows: Mr. Pokorny, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and Mayor Miller yea. Motion carried unanimously. Item: 77-23-R. Mr. Milbert moved, and Mr. McDonald seconded the motion, that Resolution 87- No. 77-2559, "RESOLUTION DESIGNATING AUTHORIZED SIGNATURES ON PAYROLL ACCOUNT TO BE DRAWN ON THE NORTHWESTERN NATIONAL BANK OF HOPKINS, MINNESOTA", be adopted. A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 77-24-R. Mr. McDonald moved, and Mr. Milbert seconded the motion, that Resolution No. 77-2560, "A RESOLUTION ESTABLISHING AUTHORIZED SIGNERS ON A CHECKING ACCOUNT AT THE FIRST NATIONAL BANK OF HOPKINS, MINNESOTA", be adopted. A poll of the vote was as follows: Mr. Pokorny, yea;Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and Mayor Miller, yea. Motion carried unanimously. Dr. Slaton, moved, and Mr. Pokorny seconded the motion, that Resolution No. -98 77-2562, "RESOLUTION AUTHORIZING CERTAIN OFFICIALS ACCESS TO SAFETY DEPOSIT BOX AT NORTHWESTERN NATIONAL BANK OF HOPKINS, MINNESOTA", be adopted. A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried un- animously. Item: 77-27-C. Mr. Milbert moved, and Mr. Pokorny seconded the motion, that the 1977 98-118 Contract with the Hopkins Municipal Employee's Association (HMEA) , be approved and that the Mayor and City Manager be authorized to sign same. A poll of the vote was as follows: Mr. Pokorny, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and Mayor Miller, yea. Motion carried un- animously. Item: 77-28-R. Mr. Pokorny moved, and Dr. Slaton seconded the motion, that the request 118-142 for Council approval to reinstate the City of Hopkins Section 8 Rental Program with the Metropolitan Council and the City of Hopkins, be granted, and the City Manager be authorized to enter into a Contractual Agreement with the Metropolitan Council and authorization be granted to the City Manager to sign such Agreement. A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried unanimously. 41 Item: 77-29-A. Mr. Milbert moved, and Mr. Pokorny seconded the motion, that the Mayor's 142-149 appointment of Mr. Fred Eaves to fill out the unexpired term of Mr. Henry Pokorny, Jr. , to June 17, 1977, on the Housing and Redevelopment Authority, be approved, and that Certification of this appointment be sent to the State Of Minnesota as requested by the HRA Commission. A poll of the vote was as follows: Mr. Pokorny, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 77-30-C. Dr. Slaton moved, and Mr. Pokorny seconded the motion, that the proposed 149-181 Contract with W. J. Sutherland Associates, to design tennis court lights, as requested by the Hopkins Recreation and Parks Commission, be approved and the Mayor and City Manager be authorized to sign same. A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr. Pokorny, yea; and Mayor Miller, yea. Motion carried unanimously.
