RESOLUTION NO. 77-2569
A RESOLUTION OF COUNCIL SUPPORT REGARDING PASSAGE
OF A BILL PERMITTING ELECTRONIC VOTING SYSTEMS FOR
ABSENTEE BALLOTS.
WHEREAS, the City Council of the City of Hopkins is the official
governing body of the City of Hopkins, and
WHEREAS, the City Council recognizes that the current method of
counting absentee voters requires tranfer of voter preferences from a paper
ballot to a punch card by a team of election judges; and
WHEREAS, this procedure has resulted in a delay in announcement of
precinct totals in past elections; and

WHEREAS, in the recent General Election of November 2, 1976, there
were 315 absentee ballots cast in the City of Hopkins requiring approximately
4 persons to process during the time period from 8:00 a.m. , until approximately
5:00 p.m. , November 2nd, to process;and
WHEREAS, the City Council and the City Clerk have recognized the
need for greater speed in the tabulation of ballots; and
WHEREAS, the City Council is aware that there currently exists
legislation pending to allow electronic voter systems for absentee voters, known
as House File No. 535; and
WHEREAS, it has been brought to our attention that 30 of the 34
United States which permit the use of the electronic voting systems also permit
the use of absentee punch card systems;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS IN A REGULAR MEETING ASSEMBLED, that said City Council does hereby urge
the 1977 session of the Minnesota Legislature to adopt the bill known as House
File No. 535.
BE IT FURTHER RESOLVED, that the City Clerk will forward a certified
copy of this resolution to the Chairman of the Senate Election Committee,
Senator Gearty, and to the Chairman of the Elections Sub Committee, Representative
Osthoff, and to all local Legislators.
Passed and adopted by the Council of the City of Hopkins, Minnesota, at a
• regular meeting held the 15th day of March 1977.
