77-2581 CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 77-2581 A RESOLUTION OF CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA, RELATIVE TO IMPLEMENTATION OF PARKING IMPROVEMENTS AND FINANCING OF SAME WITH TAX INCREMENT FUNDING. WHEREAS, it has long been the intent of the City of Hopkins to provide adequate parking facilities in the Downtown Central Business District; and WHEREAS, this District has been previously delineated and designated as a tax increment district under the prevailing law of the State of Minnesota; and WHEREAS, the City will shortly receive a comprehensive parking study document containing recommendations for improvements; and WHEREAS, this Council has heretofore approved comprehensive plans for • specified areas south and north of Excelsior Avenue, and ongoing tax increment income is funding the improvements specified in these plans; NOW, THEREFORE, THE CITY COUNCIL of the City of Hopkins, Minnesota, does hereby make the following findings and determinations: 1. That the provision of parking facilities is deemed necessary as a project improvement within the Downtown Central Business District in order to aid in the elimination of deterioration, within the meaning of Minnesota Statutes 462.421, Subd. 11; 2. That in order to finance said parking improvements in a feasible and adequate manner, the use of tax increment funds are hereby approved, in an amount and scope to be determined at a later date by this Council, 111 as part of the ongoing tax increment Downtown Central Business District Redevelopment Program.
