78-451 CITY OF HOPKINS HENNEPIN COUNTY ORDINANCE NO. 78-451 AN ORDINANCE REGULATING THE OVERT OR CONSPICUOUS DISPLAY, POSSESSION, EXCHANGE AND CONSUMPTION OF INTOXICATING AND NON-INTOXICATING MALT LIQUOR OR BEVERAGES IN CERTAIN PUBLIC PLACES OR AREAS BE IT ORDAINED by the City Council of the City of Hopkins, as follows: That the 1977 Ordinance Code of the City of Hopkins be and is hereby amended by adding thereto the following Section 850: SECTION 850: DEFINITIONS. The following words and phrases when used in this Ordinance, shall have the following connotations or meanings: Subdivision 1. PUBLIC PLACE, for the purpose of this Ordinance, shall mean and include any and every public road, public building, highway, alley, street, avenue, driveway, or other thoroughfare; every public parking lot or area, schoolgrounds - public or private; and any private parking area or pro- perty which contains signs or is otherwise posted prohibiting loitering or trespassing thereon; except that any such locations which are temporarily permitted, licensed, or otherwise authorized for public or private use in connection with celebrations, Fairs, Bazaars, or other special events or activities, are hereby excepted during such events or activities. Subdivision 2. MALT LIQUOR shall mean beer, ale, stout, brew, or beverage, either intoxicating or non-intoxicating, however packaged or contained. SECTION 850:05. The overt or conspicuous possession, consumption, display, exchange, or service of any and all malt liquor is hereby prohibited in any public place as hereinabove defined in the City of Hopkins. Any violation of this Ordinance shall constitute a petty misdemeanor.
