1-21-1975 CC A regular meeting of the Council of the City of Hopkins , Minnesota, was held
9n Tuesday, January 21, 1975 , at 7: 30 p .m. , in the Council Chambers in the
City Hall.
Present were Mayor Pokorny, Councilmen McDonald, Milbert, and Vassar, also
City Manager Cotton, City Clerk Richardson, City Engineer Strojan, Asst.
Engineer Anderson , Building Inspector Kohnen; Councilman Miller and City
Attorney Vesely arrived later in the meeting. Absent: Operations Director
Beecher.
Reel 178 Mr. McDonald moved, and Mr. Milbert seconded the motion, that
Side 1 the 5 items under the CONSENT CALENDAR, be approved.

1. Minutes of the January 7 , 1975 , Council meeting.
2. Additional 1975 misc. license applications. (see list attached)
3. Request by Northern States Power Co. for permit to install
4 - 400 watt luminaires , remove 1 - 175 watt luminaire and
move 1 - 175 watt luminaire on County Road 3, at various
intersections between 5th and 11th Avenue .
4. Request by Minnesota Gas Co. , for permit to relay 410 feet
of 2" gas main on Farmdale Road near Hollyhock Lane , due to
• corrosion and leakage .
5 . Request by Minnesota Gas Co. , for permit to relay 320 ' of 2"
gas main on 8th Avenue South between 7th Street and 8th Street
due to corrosion and leakage .

Action : Mr. McDonald moved, and Mr. Vassar seconded the motion, that the
907-954 expenditures under Warrant No. 439 , dated January 21, 1975 , in the
amount of $89 , 706 . 59 , be approved and authorized for payment. Motion
carried.
Appearance: Mr. Stanley Feltl and Miss Mary Feltl appeared before the Council
to discuss the removal of the elm trees on their property and
asked the Council' s help in paying the cost for removal of these
trees .
Action : Mr. Milbert mcYved, tnd Mr. Vassar seconded the motion, to have the
•954-1524 staff conduct a study of the Feltl trees and report back to the
Council their findings at the next Council meeting. Also that the
City Attorney resolve who is responsible for the cost of the removal
of these infected trees. Motion carried.
Item: 74-217-P. Mr. McDonald moved, and Mr. Milbert seconded the motion, to
1524 to end of accept the City Engineer' s progress report re : Resolution
tape- No. 73-2359 , "RESOLUTION APPROVING LAYOUT NO. 23-B-1, DATED
Reel 178-a OCTOBER 4, 1973, SHOWING HENNEPIN COUNTY' S PROPOSED ALIGN-
Side 1 MENT AND GEOMETRICS FOR THE IMPROVEMENT OF CSAH 18 WITHIN THE
1-5 LIMITS OF THE CITY" , and at the Council meeting of April 1 ,
1975, give an updated progress report regarding this item.

Item: Mr. Milbert moved, and Mr. Vassar seconded the motion, that the
5-54 request for transfer of license #165 , of the Liberty Bar, for On
Sale Non-Intoxicating Malt Liquor by Douglas R. Block, be granted.

Item: 74-367-0. Mr. McDonald moved, and Mr. Vassar seconded the motion, that
54- Ordinance No. 75-409 , "AN ORDINANCE ESTABLISHING WATER AND
SANITARY SEWER RATES AND CHARGES AND REPEALING ORDINANCE NO.
333 AND ALL THE PROVISIONS OF AND CONTAINED IN SECTIONS
520 :00 , 520 :05 , 520 :10 , 520 :20 AND 520 :25 , OF THE 1970 AND
THE 1973 CODES OF ORDINANCES OF THE CITY OF HOPKINS" , be
accepted for the second reading thereof and according to law

CERTAIN ELECTRICAL PERMIT AND INSPECTION FEES AND CHARGES" ,
be accepted for the second reading thereof and according to
law same to be ordered published. Motion carried.
Item: 75-3-R. Mr. McDonald moved, and Mr. Milbert seconded the motion, that
68-181 Resolution No. 75-2415 , "A RESOLUTION AUTHORIZING PARTICIPATION
IN THE SUBURBAN RATE AUTHORITY, DIRECTING THE EXECUTION AND
DELIVERY OF A JOINT POWERS AGREEMENT; AND DESIGNATING A RE-
PRESENTATIVE OF THE CITY AS IT' S MEMBER ON THE BOARD OF THE
SUBURRAN RATE AUTHORITY" , be adopted, and the Mayor be designa-
ted is the City' s representative and the City Engineer be
designated alternate . Motion carried.
Item: 75-4-R. Mr. Milbert moved, and Mr. McDonald seconded the motion, that
181-204 the request by Hennepin County Highway Department for Council
authorization to post the west side of Blake Road North, "No
Parking Anytime" from 2nd Street N. E. to a point 300 feet
south of the CM.ST.P. & P. R.R. , be granted. Motion carried.
•Item: 75-5-R. Mr. Milbert moved, and Mr. McDonald seconded the motion, to
204-207 refer the request by R. H. Gardner of 320 - 21st Avenue North,
for installation of No Parking signs on either the east or
west side of 21st Avenue North, between 3rd and 2nd Streets ,
to the Engineering and Police Departments for study and report.
Motion carried.
Action: Mr. Milbert moved, and Mr. Miller seconded the motion , that the
285 meeting be adjourned. Motion carried.
