IN THE SUBURBAN RATE AUTHORITY,
DIRECTING THE ExECUTI0IV A1VD DEGIVERY
OF A JOINT POWEftS ACTR�ENT;
AND DESIC�IATING A REPRESE�TTATIVE
OF THE CITY AS ITS MEMBER ON THE
BOARD OF THE SUBURBAN RATE AUTHORITY
�S, there has heretofore been organized and established by
joint agreement in 1962, an association of certain suburban Hennepin County
municipalities for the purpose of studying and recommending to the respective
member communities, desirable or necessary information and recommendations
concerning public utility rates and service, which association is known as the
Suburban R,ate Authority; and, _
WHER,EAS, by State Statu�e enacted in 1973, the Minnesota Fublic
Service Corrnnission was vested with the authority and powers to regulate and
supervise the rates and service for such public utilities throughout the
State of Minnesota; and,
'WHERF,A3, the City Council has determined that it is necessary and
desirable that the Suburban Rate Authority continue in existance in with-
standing the assumption of utility regulating powers by the State, for the
purpose of monitoring utility service and participating in the rate making
procedure and further that the said Suburban Rate Authority's jurisdiction
or scope of activities should be ir�creased to include electric and other
utilities i,� necessary; and,
y�HFF?FAS, pursuant to MSA Section �.71.59 as aznended, municipalities
are authorized and encouraged to enter into joint and cooperative agreements
with other units of the State of Minnesota for any and all public purposes.
NOW, THEREFORE, it is hereby resolved by the Gity Council'of the
City of Hopkins as follows:
1. That the City of Hopkins be and hereby is authorized and em�owered
to execute and deliver a joint power and cooperative agreement with the
Suburban Rate Authority for the purposes in said agreement set forth and
contained and the M�yor and Clerk of the City of Hopkins are hereby authorized
and directed to execute the attached joint and cooperative agreement providing
for membership of the City of Hopkins in the Suburban Rate Authority.
2. That in accordance with the provisions of the said joint and
cooperative agreement, the �ity Council hereby designates and appoints its
Mayor as the City representative and director on the Board of Directors of said
Suburban Ra,te Authority and that further, the City engineer be and hereby is
designated and appointed as an alternate representative and director thereof.

3. The City Clerk is hereby directed to file a copy of the
executed agreement together with a certified copy of this resolution with the
City manager of the City of Columbia Heights, Minnesota.
