RESOLUTION ADOPTING THE HOPKINS
COMM[JNITY DEVELOPMENT PLAN
DATED FEBRUARY 25, 1974; ADOPTING
THE COMMUNITY DEVELOPP,�ENT PROGRAM
AND BUD(�T FOR 1975; ADOPTING T�-IE
HOUSING ASSISTANCE PLAN AND
AUT�iORIZING AN APPLICATION FOR
COMMUNITY DEVELOPMENT �LOCK GRANT
FtJNUS THEREFOR
WHEREAS, On December 10, 1974 the City Council of the City of Hopkins
passed and adopted its Resolution No. 74-2412 authorizing the application for and
participation in the program for community planning and development under the
Housing and Urban Development Department Title 24 of the Code of Federal Regulations,
Part 570 to Chapter V; and
WHEREA�, �the said Housing and Community Development Act of 1974 passed
and enacted by the Congress of the United States authorizing the Department of
Housing and Urban Development to make block grants to cities for co�nunity develop-
ment activities; and
WI-IEREAS, the said Housing and Development Act has established a formula
for the distribution of corrmitmity development block grant funds; and
WHEREAS, the City of Hopkins is entitled to receive $443,000.00 as
its share for its 1975 commtmity development block grant activities; and
WHEREAS, the said development act of 1974 requires the annual submission
of an application for such block grants from each participating municipality in
accordance with regulations set forth by the Department of Housing and Urban
Development, and further requires the City of Hopkins to prepare and submit a
community development plan for the City of Hopkins which sets forth the needs,
the long term and the short term objections, and the planned expenditures for
the first block program year; and
WHEREAS, the City CoLmcil, after a specially advertisied public hearing
. held in the Hopkins City Hall, Hopkins, Minnesota, adopting a��itizen5'� participation
plan and pursuant thereto established a Community Developriment - Plan; and
�REAS, said Housing and Commt�ity Development Act rec�uires the preparation
of a housing assistance plan for the City of Hopkins which accurately surveys the
condition of the housing in Hopkins, estimates the housing assist?nce needs for
lower income persons in Hopkins; specifies a reasonable, realistic annual goal
to be attained and assists ". in the rehabilitation of dwelling units for such
low income persons and indicates the general location of proposed new housing contracts
as well as substantial rehabilitation projects for such lower income residents; and
WHEREAS, several advertised cit�zen workshops were held pursuant to said
Citizen Participation Plan in connection with the formulation of the Corrnnunity
Development and Housing Assistance Plan; and
WHEREAS, in addition to such citizen workshQps and public meetings, the
Hopkins City Council held a public,hearing. on January 15, 1975 to consider the
proposed comani�ity deve�opment and housing assistance plan, at which meeting
citizens, resid.ents and' other ,�ersons interested appeared and actively participated
in these hearings and workshops and in the preparation of the final proposed
commwiity development and assistance plan.
NOW, THEREFQRE, be it RESOLVED by the City Council of the City of Hopkins
at a regular meeting thereof held on February 25, 1975 as follows:
l. The City Cow�cil of the City of Hopkins hereby adopts '. the Comanunity
�9evelopment ]Plan for the City of Hopkins dated February 25, 1975, a copy of which
is on file in the office of the City Clerk.
2. T'he said City Coun�a.l hereby adopts : the Corrnnunity Development
Program and Budget for the 1975 progxam year dated February 25, 1975, a copy of
which Budget is also on file in the office of said City Clerk.
3. 'i'he City Council hereby adopts the Housing Assistance Plan and
hereby further objects to the exemptions granted with respect to housing financed
by 1aa�:.or�°loa:r� guarantees from a State or any agency thereof as provided in
Section 213 (b) (3) of the Housing and Corrnnunity Development Act of 1974.
4. The Mayor and City Manager are hereby aufih�ri�ed and directed for
and in behalf of the City of Hopkins to execute, file and submit an application
for corrurnxnity development block grant funds including the hereinabove adopted community
development plan, the Ht�using Assistance Plan, and the CommLmity Development Program
and Budget for 1975 to the Metropolitan Council for its review in accordance with
the pertinent Federal Laws setting forth the A-95 review procedures, and the said
Mayor and City Manager are further hereby a�a�horized and directed for and in behalf
of said City to execute, prepare and submi* an application for Community development
block grant fimds including the Community �evelopment �lan above set forth, the
Housing Assistance Plan, and the CommLm ity Development Program and Budget for 1975
to the Department of H�iusing and Urban Development for its review in accordance
with the Federal Law in such cases made and provided.
The said Ma.yor and Manager of the City of Hopkins are h�eby further
- authorized to sign and execute for and in behalf of the City of Hopkins any and
all other doc�nents and papers in connection with the above programs and the
submissions as hereinabove set forth. �
Passed and adopted at the regular meeting of the Hopkins City Council
hereinabove set forth this 25th day of February, 1975.
