N0. 75-411 AN ORDINANCE PROHIBITING UNREASONABLE ACCELERATION AND ERRATIC DRIVING OF VEHICLES AND IMPOSING PENALTY FOR TI-IE VIOLATION Tf�REOF BE IT ORDAINED by the Council of the City of Hopkins as follaws: Section l. DEFINITIONS. For the purpose of this Ordinance, the following words an�p�ra.ses shall have the meanin.gs hereinafter set forth. (a) VEHICLE means any and every mechanism, ma.chine or device in, upon or by which any person or property is or may be transported or drawn upon a road or highway except devices moved by hwnan power or used exclusively upon stationary rails or tracks. (b) MOT'OR VEHICLE means every vehicle which is self-propelled and not deriving power from overhead or undersu'rface wires or other conduits. (c) UiVREASONABLE ACCELERATION means acceleration of a motor vehicle which tmnecessarily breaks or interupts traction between a tire or tires and the driving surface thereby causing a prolonged screeching soLmd, or the hurling of sand or gravel by the tire or tires of such vehicle, or both. (d) ERRATIC DRTVING means the opera�ion of a motor vehicle in an irregular, unconventional, c{ueer or eccentric manner, or in the screeching of tires, grinding of gears, backfiring, or the production of loud expZo- sions or noises or other noise pollution in any manner whatsoever by or with a non=,emergency vehicle. Section 2. U[�iREASONABLE ACCELERATION AND ERRATIC DRIVING PRO- HIBTTED. Any tmreasona le acceleration or any erratic riving y t e river o a�.ny motor vehicle upon any public or private street, road, parking lot, alley, driveway or other thoroughfare within the corporate limits of the City of Hopkins is hereby decZared to be a Public Nuisance and is prohibited. No person shall drive or operate a motor vehicle upon any public or private street, road, parking lot, alley, driveway or other thoroughfare within the corporate limits of the City of Hopkins in an erratic manner, Section 3. PENALT'Y. Any person violating any provisions of this Ordinance shall be gui t o� a Petit Misdemeanor. First read at a regular meeting of the Council of the City of Hopkins held March 18, 1975 and finally read, approved and adopted and ordered published at a regular meeting of said Council an April .�, 1975.
