75-2432 CI�'Y OF HOPKINS Hennepin Cbunty, Minnesota RESOLUI'ION N0. 75-2432 F�SQLUTION REJEGTING MINNE�'OLIS TAX STtJDY AND PROVIDING FOR FURT�R. INVESTIC�TION OF FAGTS AND C'ONTINC�tCIES. Wf�1�EAS, the Minneapolis Dawntc�m Council and the Minneapolis Industrial Gatcmissi� rec�ently caused a study to be made which contended that State tax laws should be modified tA pravide additional state aid to the Gity o£ Minneapolis, and. WHEREAS, the study implied that the City of Minneapolis has been sub- sidizing suburban Hennepin County oomrnuiities, and W�REA.S, the release of the study on January 16, 1975 was done to influ�ence m�mbers of the Sta.te Legislature to support modifications based upon said study, and WI�RF.AS, several of the suburban chambers of catar�eroe and suburban cca�cnunities have taken the initiative to respond to the study with preliminary €acts that de.manstrat� the inaccurateness of :the M.inneapolis study, and WI�RFAS, the City Council has detem�ined that considerable additice�al research and investigation is required before such a study can be realistically utilized by the Legislature, therefore HE IT RESOLVID by the City Cbuncil of the City of Hopkins that the State I�gislature is hereby requ�sted to withhold any action based upon the Downtown Minneapolis Study until such time as the entire facts and implications can be appro- priately investigated and reported, and BE IT FU.t�[�R RESOLVED that the City Oouncil of the City of Hapkins endorses: a ccenprehensiv� study of the tax and fiscal matters and the relationship of suburbs and the City of Minneapolis, to include the irrpact of changes in tax aid fornnulas on the entire sta� as �11 as the metropolitan area, and SE IT F`U�R RESOLUED that (1) the suburban chambers of c�aranerce set up a municipal gavernm�nt task force to pravide input for said studies, and (2) that the City of Hopkins hereby designa�s its Ma.yor an�d Gity Manager to represent the City ari such task force.
