RESOLUTION COMMITTING$500,000 IN LOCAL FUNDS TO THE SOUTHWEST
LIGHT RAIL TRANSIT PROJECT (GREEN LINE EXTENSION)
WHEREAS,The City of Hopkins has been a partner in planning for the Southwest Light
Rail Transit project; and
WHEREAS,The proposed Southwest Light Rail Transit(Green Line Extension)project
will extend the Green Line from downtown Minneapolis through the communities of St. Louis
Park, Hopkins, Minnetonka and Eden Prairie; and
WHEREAS, The City of Hopkins and our residents will benefit through the location of
three stations within our boundaries; and
WHEREAS, the three stations at Blake, Downtown Hopkins and Shady Oak will offer an
attractive transportation option for Hopkins residents and increase redevelopment opportunities
strengthening the City's tax base; and
WHEREAS, due to an escalation of project costs, in order for the Southwest Light Rail
Transit project to be viable certain project elements are planned to be cut that do not impact the
overall functionality of the line, and additional local funds are being sought to maintain an
acceptable project design and functionality that will benefit Hopkins; and
WHEREAS,as one of the partnering cities, the City of Hopkins has been asked to
contribute towards the project budget, and
WHEREAS,the City of Hopkins has identified $500,000 as the appropriate contribution
towards realizing the construction of the Southwest Light Rail Transit Line; and
WHEREAS, the City of Hopkins understands that the project is undergoing state and
federal environmental review and that this identification of funds is not intended to prejudice or
compromise any of these environmental review processes or any decisions made under them.
NOW,THEREFORE BE IT RESOLVED that, after appropriate examination and due
consideration,the governing body of the City of Hopkins hereby commits $500,000 towards the
Southwest Light Rail Transit project over the course of the construction anticipated to be 2017-
2020. After all necessary state and federal environmental review has taken place and the Record
of Decision(ROD)has been published in the Federal Register, the City of Hopkins will address
the terms and conditions of this commitment through a subsequent resolution regarding
appropriation of funds through a subordinate funding or other agreement with the Metropolitan
Council.
