08-18-2015 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 18, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, August 18, 2015 at 7:02 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd and Kuznia attending. Staff present included City Manager Morrison, Planning and Development Director Elverum, Assistant City Manager Genellie and Public Works Director Stadler. ADOPT AGENDA Motion by Cummings. Second by Halverson. Motion to Adopt Agenda. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia. Nays: None. Motion carried. PRESENTATIONS III. 1. Southwest Twin Cities Beyond the Yellow Ribbon Update Southwest Twin Cities Beyond the Yellow Ribbon representative Jocelyn Northenscold presented an overview of the services and resources provided by the Southwest Twin Cities Beyond the Yellow Ribbon organization for area veterans. Ms. Northenscold discussed the benefit concert for military families and veterans on Thursday, September 3, 2015 at Hopkins Center for the Arts. Tickets can be purchased at the Arts Center box office or online at SWTCBeyondtheYellowRibbon.org. Mayor Maxwell thanked the organization volunteers for their time and effort to help area veterans. III. 2. Update on Concert: Bria Blessing for Ukraine in Hopkins A representative of Bria Blessing for Ukraine gave an update on the charity concert to benefit victims of the war in Ukraine. The concert will be held on August 28, 2015, 7:30 p.m. at the Hopkins High School Little Theatre. Tickets are available at eventbrite.com. Mayor Maxwell wished the organization a successful event. Nays: None. Motion carried. NEW BUSINESS VI. 1. Approve Resolution 2015-057 Committing Funding Support for the Blake Road Trail Crossing Underpass as a SWLRT Locally Requested Capital Investment; (CR2015-089) Public Works Director Stadler gave an overview of the trail crossing underpass at Blake Road that will be constructed as part of the Southwest Light Rail Transit (SWLRT) project. Hennepin County has received a federal grant to cover part of the construction costs but is requesting that the cities cover the local match portion. The underpass will reduce at-grade pedestrian crossings at major streets, facilitate access to the station area and improve safety. The estimated cost for Hopkins is approximately $29,556. Mr. Stadler explained that the City Attorney has reviewed the resolution and has advised some language changes. There was Council discussion regarding funding, project timing, lighting and policing of the underpass. Mr. Stadler commented that the PIR Fund for capital projects will fund the project and that the project is part of the SWLRT construction timeframe. Mr. Stadler commented that city staff will be involved in the ongoing design process and that there will be review opportunities as the design work moves forward. The underpass is under the Three Rivers Park District jurisdiction. Council asked that staff keep the Hopkins Park Board informed about the underpass project. Motion by Cummings. Second by Halverson. Motion to Adopt Resolution 2015-057, stating City's commitment to fund the local match share of the project cost for the stairway portion of the Blake Road trail underpass—a SWLRT project LRCI. Ayes: Halverson, Cummings, Maxwell, Gadd. Kuznia Nays: None. Motion carried. ANNOUNCEMENTS • Future Trunk Highway 169 Improvements Open House at Hopkins Center for the Arts, Wednesday, August 19, 4 to 6 p.m. • 2016 Street &Utility Improvements Open House at Hopkins Center for the Arts, Thursday, August 27, 5 p.m. • Council thanked City departments for their efforts at the National Night Out event. • Mayor Maxwell encouraged residents to continue to support local businesses during the Mainstreet construction project.
