09-08-2015 Work Session HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 8, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular Work Session of the Hopkins City Council was held on Tuesday, August 8 at 6:30 p.m. in the Raspberry Room of City Hall at 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Members Cummings, Gadd, Halverson and Kuznia attending. Staff present included City Manager Mornson, City Clerk Domeier, Fire Chief Specken, Director of Public Works Stadler and Solid Waste Coordinator Hove. RELIEF ASSOCIATION BENEFIT DISCUSSION Fire Chief Specken and Relief Association Members Greg Smith, Chris Herby, Mike Tungesvick and Mike Wenshau were present to provide more information about the role of the Association, their investments, the City's financial obligations and the state laws that affect the Association. Discussion was held about the Association investments, City contributions and benefit levels. The Relief Association requested that an annual city contribution be increased annually by 2 to 3 percent starting in 2017. The current benefit level is at $6,900 per year of service. Firefighter Tungesvick explained how the benefit level is determined and the associated forms. Fire Chief Specken stated that Association will request in December an increase to the interest. Mayor Maxwell suggested implementing a method of gradual increases. The bylaw changes to change the Ex Officio members and interest rates will be brought to the Council later this year for consideration. PARKS IMPROVEMENT PLAN — PARK SYSTEM REINVESTMENT PLAN Member of the Park Board were in attendance for the discussion. Director of Public Works Stadler provided an update on the Park Reinvestment Plan and sought Council support for the proposed 2016-2020 park improvements. Discussion was held about the various proposed improvements, bonding, park dedication and other funding sources. The City Council supported moving forward with the bond sale and the proposed park reinvestments. DISCUSS AMENDMENT TO HENNEPIN COUNTY RESIDENTIAL RECYCLING FUNDING POLICY Solid Waste Coordinator Hove requested Council consideration of an Amendment to Agreement A120112 between Hennepin County and The City of Hopkins. Approval of the amendment would result in the extension of the Residential Recycling Grant Agreement through December 31, 2016 and incorporate state requirements to expend additional SCORE funds on organic recycling. Discussion was held about organic recycling opportunities. The formal amendment will be brought to the City Council for consideration before year end. UPDATES Director of Public Works Stadler and City Manager Morrison provided information on an improvement plan for the Depot Coffee House area. Discussion was held about funding partnerships and options. HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 8, 2015 Mr. Stadler provided information about the Trunk Highway 169 construction and potential cut from Excelsior Boulevard to Mainstreet. The City Council directed staff to prepare a letter of request for the project. Council Member Gadd provided a recap of the latest SWLRT CMC meeting. Council Member Cummings questioned the status of the BRCC housing forum and moving forward after the event. City Manager Mornson stated that staff will be working with the BRCC to discuss future collaboration. City Manager Mornson provided an updates on the following: the request from Cargill for funding at the Art Center; Cottageville Park opening ceremonies; the Joint Meeting with the City of Minnetonka on September 21; and the Fire Department Open House October 10. Mr. Mornson also provided a listing with proposed meeting dates for 2016. City Clerk Domeier provided an update on potential liquor license applications.
