10-06-2015 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, October 6, 2015 Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, October 6, 2015 in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order at 9:05 p.m. with Council Members Cummings, Gadd, Halverson and Kuznia attending. Staff present included City Manager Morrison, Community Development Coordinator Beekman and City Clerk Domeier. Community Development Coordinator Beekman provided an update on the Façade Improvement Program. Staff will look for additional funding from Hennepin County next year. She questioned if the City Council was interested in increasing the funding to allow for more projects. Discussion was held about the proposed projects. The City Council supported using$100,000 for now and reviewing other opportunities in the future. Mayor Maxwell expressed concerns about the City Center App. Ms. Beekman shared information about the App contest and other App features. She will follow-up on the vendor on the concerns. Discussion was held about the Mainstreet ribbon cutting event. Mayor Maxwell suggested that an invite be delivered by City Council to all Mainstreet businesses. The materials will be distributed to the City Council on October 13. Council Member Cummings stated that she has received inquiries about chickens. Residents at Hobby Acres are unhappy about the dispatch services being outsourced. The residents questioned if the non- emergency calls could be handled locally during the week. City Manager Morrison will suggest that Chief Reynolds prepare information about non-emergency calls for an upcoming newsletter. Ms. Cummings also provided a funding update for art at the SWLRT stations. City Manager Morrison provided updates on the city attorney interview process, the October 13 Work Session agenda items, the City Planner and Executive secretary positions and the employee recognition luncheon. The Metro Cities meeting is the same day as the employee luncheon. He stated the historical society lease is still being discussed and a future meeting to approve the lease will occur. Mr.Morrison added the joint land exchange with St Louis Park is still proceeding and the City Council may be considering a resolution at the October 20 meeting.
