CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, May 17, 2016 at 7:07 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Momson, Planning and
Development Director Elverum, City Clerk Domeier, Finance Director Harkess, Recreation
Director Johnson, Assistant City Manager Lenz, City Attorney Riggs, Public Works Director
Stadler and City Engineer Stanley.

Motion by Kuznia. Second by Campbell.
Motion to Adopt Agenda.

PRESENTATIONS
111.1. Hopkins Royal Triathlon Scholarship Donation; (Memo)
Mr. Doobie Kurus gave an overview of the Hopkins Royal Triathlon event. Event proceeds have
been donated to the Richard Wilson Scholarship Fund, Empty Bowls, Hopkins High School
Booster groups and a tree was planted at Shady Oak Beach. The next triathlon event is scheduled
for September 3, 2016. Visit www.hopkinsrovaltri.com for registration information. On behalf of
the City of Hopkins, Mayor Cummings thanked Mr. Kurus for their support of the community.

056)
City Clerk Domeier explained the advantages of Electronic Pollbooks. Ms. Domeier commented
that the City of Minneapolis is waiting until next year to participate due the high number of
polling locations in their city. Finance Director Harkess explained that there will be an

amendment to the insurance policy but is not anticipating any significant additional costs. Ms.
Domeier commented that Election Judge Applications are available on the city website or can be
picked up at City Hall.

NEW BUSINESS
VIl.1. Award of Contract for Parking Ramp Restoration Project; (CR2016-051)
Public Works Director Stadler gave an overview of the Hopkins Parking Ramp Restoration
Project. Mr. Stadler explained that the structure is 30 years old and the repairs will be addressing
items found during the condition appraisal. Mr. Stadler reviewed the bids, funding and project
timetable. The project is scheduled to be completed by September 30 and the ramp will remain
open during the project with no more than 80 stalls out of service at a time. The signage
upgrades will be under a separate contract.
There was Council discussion regarding the importance of maintaining the infrastructure, project
timetable and electric charging stations. Mr. Stadler commented that the contract exclusion
states that construction would cease during the Raspberry Festival and that staff is still
investigating an additional fast charging station.

Motion to award a contract to Project Restorations, Inc. in the amount of$ 343,479.00
for repairs and restoration of the Hopkins Parking Ramp.

VII.2. Approve Construction Cooperative Agreement between the City of Hopkins and
Hennepin County— Excelsior Boulevard Retaining Wall Reconstruction; (CR2016-055)
Public Works Director Stadler gave an overview of the construction agreement with Hennepin
County for the shared costs of replacing a failed retaining wall on Excelsior Boulevard. Mr.
Stadler gave an overview of the shared costs, project materials, and timetable.
There was Council discussion regarding the life span of the new retaining wall and materials.
Mr. Stadler explained that the large concrete block structures last longer and that the wall would
be stained concrete.
Motion by Gadd. Second by Kuznia.
Motion to approve a Construction Cooperative Agreement between the City of Hopkins
and Hennepin County, Agreement No. PW 43- 01- 16, for the reconstruction of an
Excelsior Boulevard retaining wall.

VII.3. Approve Agreement for Jurisdictional Transfer County State Aid Highway (CSAH)
20 (Blake Road), City Project 2013-06; (CR2016-052)
City Engineer Stanley gave an overview of the agreement that would transfer County Road 20
(Blake Road) over to the City of Hopkins. Mr. Stanley summarized the major terms of the
agreement, gave a recap of the Blake Road study and an overview of the project costs, funding,
responsibilities and project schedule. Hennepin County will maintain the road for 3 years
beyond project closeout and provide $150,000 for pedestrian improvements along Excelsior
Boulevard. The City Attorney has reviewed the agreement.
There was Council discussion regarding the project costs, maintenance, utility upgrades and
public outreach. Mr. Stanley commented that staff would continue to analyze the project costs,
streetscaping would be the responsibility of the City and that staff has been in contact with utility
companies to make sure that upgrades would be done prior to road construction. Meetings would
be scheduled for additional public input.

Jurisdictional Transfer, CSAH2O (Blake Road), City Project 2013-06.

VII.4. Approve Engineering Services Proposal for Blake Road Improvement Project, City
Project 2013-06; (CR2016-053)
City Engineer Stanley gave an overview of the proposal for Blake Road engineering services,
proposed fees, design schedule and public involvement process. Mr. Stanley commented that the
fees are comparable to past County projects.
There was Council discussion regarding turn lanes and the Highway 7 intersection. Mr. Stanley
commented that flashing turn signals would be considered and that the design plan would
accommodate future improvements.

Motion to adopt Resolution 2016-043, Resolution Approving Proposal for
Engineering Services, Blake Road Improvement Project, City Project 2013-06.

VII 5. Authorize the Sale of$4,480,000 G.O. Improvement Bonds, Series 2016A and
$1,630,000 G.O. Tax Abatement Bonds, Series 2016 B; (CR2016-054)
In addition to City staff, a representative present for the item was Ms. Stacie Kvilvang, Ehlers, Inc.
Ms. Kvilvang gave an overview of the bonds, reasons for issuance and financing. Ms. Kvilvang
explained that a Public Hearing is scheduled for June 7 and the bonds will be offered for sale on
June 21. Finance Director Harkess discussed the bond rating and street assessment. Ms. Harkess
explained that residents could contact the Finance Department regarding the final assessment
amount.
Motion by Kuznia. Second by Campbell.
Motion to adopt Resolution 2016-044 Providing for the Sale of$4,480,000 General
Obligation Improvement Bonds, Series 2016A and $1,630,000 General Obligation Tax
Abatement Bonds, Series 2016B

Public Works Department has been completing the installation of the new Artstreet
Sculptures.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Halverson, the meeting was unanimously adjourned at 8:16 p.m.
