06-07-2016 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, June 7, 2016 at 7:05 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, City Clerk Domeier, Finance Director Harkess, Assistant City Manager Lenz, Police Chief Reynolds, City Attorney Riggs, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Motion by Halverson. Second by Gadd. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1.Appointment and Oath of Commissioner— Park Board Members Daly and Goeman, Planning and Zoning Member Hanneman (CR2016-060) Motion by Gadd. Second by Kuznia. Motion to Appoint Laura Daley and Elizabeth Goeman to the Park Board and Kristin Hanneman to the Zoning and Planning Commission. . Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. City Clerk Domeier issued the Oath of Park Board Commissioner to Ms. Daly and Ms. Goeman and Oath of Planning and Zoning Commissioner to Ms. Hanneman. Mayor Cummings thanked the appointees for their service to the City of Hopkins. 111.2. Oath of Office — Police Officer Wilcox Chief Reynolds introduced Police Officer Lucas Wilcox. City Clerk Domeier issued the Oath of Office and Officer Wilcox's wife pinned on his badge. Officer Wilcox thanked his family and the Hopkins Police Department for their support. Mayor Cummings welcomed Officer Wilcox to the City of Hopkins. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2016 CONSENT AGENDA Motion by Kuznia. Second by Gadd. Motion to Approve the Consent Agenda items 1 through 8. 1. Minutes of the May 17, 2016 City Council Joint Meeting with Hopkins School Proceedings 2. Minutes of the May 17, 2016 City Council Regular Meeting Proceedings 3. Minutes of the May 17, 2016 Work Session following Regular Meeting Proceedings 4. Approval of Business and Liquor License Renewals for the term of July 1, 2016 through June 3, 2017; (CR2016-059) 5. Approval of Temporary Liquor Licenses; (CR2016-058) 6. Approve Renewal of Depot Coffee House Lease with Hopkins Public Schools; (CR2016-057) 7. Ratify Checks Issued in May 2016; (Memo) 8. Reappointments to the Planning and Zoning Commission; (CR2016-061 There was Council discussion regarding the policy for reappointment of Planning and Zoning Commission members. City Manager Mornson commented that the Council would have an opportunity to discuss the details in an upcoming Council Work Session. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. IV.9. Approve Parking and Access Easement: Area between 9th & 10th Avenue North and Mainstreet and 1St Street North; (2016-064) Public Works Director Stadler gave an overview of the easement and area. Staff received the new two-year agreement from the property owner. Mr. Stadler commented that staff would contact the property owner regarding a longer-term agreement. There was Council discussion regarding the property owner's options if the easement expired. The City Attorney advised the Council that the only change was the duration of the agreement and commented that it would be in the best interests of the City to seek a longer term to the agreement. Motion by Kuznia. Second by Campbell. Motion to Authorize the Mayor and City Manager to sign the Amended two-year parking and access easement agreement with Hovander Foods, Inc. to maintain a public parking and drive access area. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2016 PUBLIC HEARING V.1. Public Hearing for Property Tax Abatement Related to Public Infrastructure Improvements; (CR2016-062) In addition to City staff, a representative present for the item was Ms. Stacie Kvilvang, Elhers, Inc. Ms. Kvilvang provided an explanation of the Public Hearing process and an overview of the three parcels selected for Property Tax Abatement. Mayor Cummings asked for an explanation of how tax abatement works with the debt cap. Ms. Kvilvang explained the tax capacity, funding and approximated costs. Mayor Cummings opened the public hearing at 7:30 pm. No residents came forward to address the Council. Motion by Gadd. Second by Kuznia. Motion to close the Public Hearing at 7:30 pm. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Campbell. Second by Halverson. Motion to Adopt Resolution 2016-045 approving property tax abatement related to public infrastructure improvements in the City of Hopkins. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. NEW BUSINESS VII. 1. Order Feasibility Report for the 2017 Street Reconstruction Project, City Project 2016-010; (CR2016-063) City Engineer Stanley gave an overview of the 2017 Street Reconstruction Project, infrastructure improvement process, proposed area, estimated project costs and funding. Mr. Stanley provided a cost comparison to past projects and gave an overview of the City Council process and project timetable. Mr. Stanley explained the public informational process and that construction is scheduled for April-November 2017. There was Council discussion regarding the project's additional linear feet, timetable and streets not included in project area. Mr. Stanley explained that the project would be completed in phases as in past street projects and that some streets in the project area have been reconstructed within the last 20 years and are in acceptable condition. The Council commented on the importance of the Pavement Management Plan and communicating with residents in the project area. Motion by Gadd. Second by Kuznia. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2016 Motion to Adopt Resolution 2016-046 ordering the preparation of a feasibility report for the 2017 Street and Utility Improvements and authorizing Mayor and City Manager to enter into an agreement with Bolton & Menk, Inc. to prepare the report. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS Daddy& Me at Police Station: Hopkins Police Department—Thursday, June 9—6:30 to 7:30 p.m. Hopkins Summerfest Free Fitness in the Park: Downtown Park—Thursday, June 16, 11:30 a.m. to 12:30 p.m. Hopkins Summerfest Free Concert in the Park: Downtown Park—Thursday, June 16, 6:15 p.m. to 8:00 p.m. A Hearing Loop System has been installed in the City Council Chambers.
