06-21-2016 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, June 21, 2016 CALL TO ORDER Mayor Cummings called the meting to order at 7:48 p.m. Council Members and staff present at meeting included the following: x Mayor Cummings x City Manager Mornson x Council Member Kuznia x Public Works Director Stadler x Council Member Halverson x Asst. City Manager Lenz x Council Member Gadd x Council Member Campbell The following updates were provided at the meeting: Public Works: Public Works Director Stadler gave an update on the Valley Park Lift Station #7. The lift station is 40+ years old and needs upgrades. An upcoming Council agenda item will be a motion to authorize approval of an engineering agreement for 2017 construction on Lift Station #7. The construction updates will provide for a safer and easier to maintain system with the addition of a wet well adjacent to existing building. Timber beams have been delivered for the Cottageville Park Pavilion construction project. Oakes and Valley Park upgrades will begin in a month. New Park Board members will have their first meeting in July. The Burnes Park redevelopment plan will be on the Work Session Council agenda in July or August. City Council: Council Member Kuznia commented that a resident and their family really enjoyed the Cops & Kids Fishing event. Mainstreet Awesomeness melding will be on Thursday, June 23. City Council will be applying to have a booth at the Farmers Market on July 30, August 27, September 24, October 29, 7:30 am-12 pm. Assistant City Manager Lenz will complete the application. Council Member Campbell cmmented that the citizen representative on the SWLRT CAC needs to drop off the committee. Staff and Council will suggest replacements for the position. Council Member Campbell announced that the YWCA Time to Talk about Race discussion will be held in October with keynote speaker Alan Page. Mayor Cummings will be attending a press conference with other area Mayors regarding SWLRT funding. Mayor Cummings and city staff met with the owner of Hopkins Park Plaza property. There was Council discussion regarding a letter received from Mark Purdy, owner of the Blackstone Manor Clock Repair,regarding a shortage of parking. Mr. Purdy is proposing that the Council consider a loading zone or short-term parking options. Council discussed the possible options, difficulty in policing short-term parking and the concern of setting precedence. Council realizes that parking can be an issue along Mainstreet and commented that a new public parking facility is being built at the new Moline apartment complex. Mayor Cummings will respond to Mr. Purdy explaining that the Council realizes parking is an issue and that staff and Council will continue to explore parking options. Administration: City Manager Mornson will be on vacation until July 11 There will be a Joint Planning Commission meeting with the City of Minnetonka on Tuesday,August 16. Council received an invitation to attend the Use of Force seminar with Hopkins Police Department. Hopkins Police Summer Youth Program graduation will be on August 10th. Council should RSVP to Assistant City Manager Lenz. Staff and Council will begin discussion about ideas for the City's 125th"Quasquicentennial" anniversary celebration in 2018. Discussion of the law change regarding temporary housing units,"granny pods."Staff will develop a policy for discussion and adoption by September 1. Mr.Mornson and Ms. Lenz discussed the reorganization of the Assessing position. The current Assessing Clerk, Robin Robertson is retiring in December. Staff met with the County to discuss options and opportunities. The County plans to implements a new electronic homesteading process this fall.With that change and Robin's retirement the County will be taking over the Homesteading process.The City can still accept completed applications in person but the County will do all of the processing. Staff will continue to look for opportunities to increase efficiency and convenience for residents. Mr. Mornson commented that the city would bond for the water rehabilitation project and equipment certificate. Mr.Mornson discussed the reinstatement process for a Planning and Zoning Commission member. City Planner Lindahl will get an update on the residency status of the member and update the Council. There was Council discussion r;garding the importance of meeting attendance by members of boards and commissions and how to po.t and recruit for the volunteer positions.
