AUGUST 16, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, August 16, 2016 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First
Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff plresent included City Manager Mornson, Planning and
Development Director Elverum, Finance Director Harkess, Assistant City Manager Lenz, City
Attorney Riggs, Public Works Director Stadler and City Engineer Stanley.
ADOPT AGENDA
Mayor Cummings commented that Item#6 on the Consent Agenda was not ready to be
presented and would be removed.
Motion by Gadd. Second by Kuznia.
Motion to Adopt Agenda as amended.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Presentation from Ukraine Youth Forum Group
Council Member Gadd introduced the Ukraine Youth Forum Group. Representatives of the
Global Synergy Group gave an overview of the Ukraine trip and presented gifts to the City of
Hopkins from sister city, Borsybil, Ukraine. The Youth members of the group presented an
overview of the Youth Forum, an opportunity to develop leadership skills and communication
between nations. The group thanked the Rotary and the Hopkins City Council for their support.
The Council thanked the group fbr continuing to build the relationship with our sister city in the
Ukraine and representing our country well.
111.2. 2015 Comprehensive Annual Financial Report (CAFR)
In addition to City staff, representatives present for the item were Dennis Hoogeveen, Principal
and John Lorenzini, Manager of the audit firm of CliftonLarsonAllen, Inc. Mr. Hoogeveen gave
an overview of Audit results, opinions, findings and adjustments implemented by the Finance
Department. Mr. Hoogeveen commented that the City of Hopkins continues to be financially
strong. Mr. Lorenzini summarized the financial results and new accounting standards. Finance
Director Harkess explained the audit process and commented that the Finance Department has
received the Certificate of Excellence for 12 years. Assistant City Manager Lenz commented that
a Hopkins resident donated the CAFR cover photo.
Mayor Cummings thanked the Finance Department for their hard work as they continue to fine
tune the new financial software and implement the new regulations.

NEW BUSINESS
VII.1. Order`Public Hearing —2017 Street Project
In addition to City staff, a representative present for the item was Mr. Mike Waltman, Bolten &
Menk, Inc. City Engineer Stanley gave an overview of the 2017 Street &Utility Improvement
project, project location and pavement condition map. Mr. Waltman discussed the scope of the
improvements, resident input, pavement condition, proposed road widths, trail improvements and
proposal for sanitary sewer, water main and storm sewer reconstruction. Mr. Stanley gave an
overview of the project budget, proposed assessments, estimated costs for utility service
replacement and payment options. Mr. Stanley explained the project schedule with a
neighborhood meeting scheduled for Tuesday, September 6 at the Hopkins Fire Station. Mr.
Stanley will update the Council with any modifications to the project prior to the scheduled
public hearing on September 20, 2016.
There was Council discussion regarding funding for the trail, assessment deferral, and
Orangeburg pipes. Mr. Stanley explained that staff would execute an agreement with Three
Rivers and Nine Mile regarding the trail and pedestrian bridge, that senior citizens and active
military could apply for the assessment deferral and that staff will discuss the requirement to
replace Orangeburg pipes at the neighborhood meeting. Council asked about the bid timing,
lifespan of mil & overlay, function of curb and gutter and loss of trees. Mr. Stanley and Mr.
Waltman explained that staff received competitive bids in 2016 and there are benefits to bidding
out larger projects. Mr. Stanley explained that the mil and overlay lifespan is approximately 25-
30 years, that curb and gutter maximizes the lifecycle of pavement and boulevard ash trees
would be removed and replaced with a variety of tree species. Mr. Stanley has addressed
concerns with individual property owners and residents can contact city staff if they are unable to
attend the neighborhood meetings. Mr. Stanley will continue to update the Council.

Motion to Approve Resolution 2016-055, Resolution Ordering Public Improvement Hearing,
2017 Street and Utility Improvements.

ADJOURNMENT
There being no further business io come before the City Council and upon a motion by Gadd,
second by Campbell, the meeting was unanimously adjourned at 8:34 p.m.
