2016-066 Adoption of Assessment Roll 2016 Misc. Special Assessments CITY OF HOPKINS HENS EPIN COUNTY,MINNESOTA ' SOLUTION NO. 2016-066 ADOPT ON OF THE ASSESSMENT ROLL 2016 MISC OLLANEOUS SPECIAL ASSESSMENTS WHEREAS,pursuant to *roper notice duly given as required by law,the City Council has met and heard and passed up o n all objections to the proposed assessment for delinquent utility bills, citations, and delinq ent invoices, all as more fully set forth and described in Exhibit A as attached to this resolution, . d has amended such proposed assessment as it deems just, NOW,THEREFORE, :E IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA: 1. Such proposed assessmen , a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constit to the special assessment against the lands named therein, and each tract of land therein include is hereby found to be benefited by the proposed improvement in the amount of the assessment 1-vied against it. 2. Such assessments shall b= payable in equal, annual installments extending over the periods of years set forth in Exhi it A, the first of the installments to be payable on or after the first Monday in January of 2017. Any deferred installments shall bear interest at the rate set forth in said Exhibit A from the •ate of the adoption of this assessment resolution. To the first installment shall be added interes on the entire assessment from October 4, 2016, until December 31, 2017. To each su•sequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any prope so assessed may, at any time prior to certification of the assessment to the county auditor,pay the whole or a partial payment of any amount of the assessment but not less than the 1-sser of$100.00 or 25%of the assessment on such property, with interest accrued to the date •f payment,to the city treasurer, except that no interest shall be charged if the entire assessment i. paid within 30 days from the adoption of this resolution; and he/she may, at any time thereafte , pay to the city treasurer the entire amount of the assessment remaining unpaid, with interest a crued to December 31 of the year in which such payment is made. Such payment must be m.de prior to November 30 or interest will be charged through December 31 of the next succeed ng year. 4. It is hereby declared to b=the intention of the Council to reimburse itself in the future for the portion of the cost of this im•rovement paid for from municipal funds by levying additional assessments, on notice and heari g as provided for the assessments herein made, upon any properties abutting on the impro ement but not made,upon any properties abutting on the improvement but not herein asse•sed for the improvement, when changed conditions relating to such properties make such assess ent feasible. 5. To the extent that this improvement benefits nonabutting properties which may be served by the improvement when one or more later extensions or improvements are made, but which are not herein assessed, therefore, it is hereby declared to be the intention of the Council, as authorized by Minnesota Statutes Section 420.051, to reimburse the City by adding any portion of the cost so paid to the assessments levied for any of such later extension or improvements. 6. The clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the property tax lists of the County, and such assessments shall be collected and paid over in the same manner as other municipal taxes.
