A RESOLUTION APPROVING RDINANCE 2016-1116 AMENDING SECTIONS 545 OF THE
CITY CODE RELA I D TO FLOODPLAIN ZONING REGULATIONS
WHEREAS, the City of H•pkins initiated an application to amend Sections 545 of the City
Code related to zoning standards for floodplain zoning regulations;
WHEREAS, the proposed amendment is required by the Federal Emergency Management
Agency (FEMA) and the Minneso a Department of Natural Resources (MN DNR) for Hopkins to
remain eligible to participate in the ational Flood Insurance Program (NFIP); and
WHEREAS, the procedural history of the application is as follows:
1. That an application t• amend Section 545 of the City Code related to zoning standards for
floodplain zoning rel lations was initiated by the City of Hopkins on August 25, 2016;
2. That the Hopkins Zo ing and Planning Commission, pursuant to published notice, held a
public hearing on the application and reviewed such application on September 27, 2016:
all persons present w;re given an opportunity to be heard; and,
3. That the written coin ents and analysis of City staff were considered.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hopkins
hereby approves Ordinance 2016-1 16 amending Sections 545 of the City Code related to floodplain
zoning regulations, based on the foil swing Findings of Fact:
1. The zoning ordinanc text amendment is consistent with the goals and implementation
strategies of the Co a•rehensive Plan, will promote the public health, safety and welfare
of the City of Hopki s and is consistent with the requirements of the Federal Emergency
Management Agency and the Minnesota Department of Natural Resources.
