11-01-2016 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, November 1, 2016 at 7:05 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, Assistant City Manager Lenz and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. Community Image Awards Planning and Development Director Elverum gave an overview of the 2016 Community Image Awards winners, thanking them for their contribution towards a positive community image. Commercial/Industrial Winner: Driskill's Downtown Market, 25-11th Avenue North. Council Member Gadd accepted the award for Driskill's. Commercial/Industrial Winner: Tuttle's Eat Bowl Play, 107 Shady Oak Road. Representatives from Tuttle's accepted the award. Multi-Family Residential Winner: Meadow Creek Condominiums representatives accepted the award. Mayor Cummings thanked the award winners for their investment in the Hopkins community. CONSENT AGENDA 1. Minutes of the October 18, 2016 Regular Meeting Proceedings 2. Minutes of the October 18, 2016 Work Session following Regular Meeting Proceedings 3. Second Reading: Recommend Amending Section 715 of the Hopkins City Code Regarding Calculation of Winter Sewer Average; (Memo) 4. Ratify checks issued in October 2016; (Memo) Mayor Cummings commented that the City Council has reviewed the agenda items at Council Work Sessions. Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2016 Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. ANNOUNCEMENTS • Give Local Fundraiser at Pizza Rev, 525 Blake Road North: November 30 • Direct Ballot Voting at Hopkins City Hall: Tuesday, November 1 through Friday, November 4 — 8 a.m. to 6 p.m.; Saturday, November 5 —9 a.m. to 3 p.m.; and Monday, November 7 — 8 a.m. to 5 p.m. • Election Day: Tuesday, November 8 —Polls open from 7 a.m. to 8 p.m. • Highway 7 at Highway 100 has reopened. • The next City Council meetings will be on Monday, November 7 and Monday, November 14. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Gadd, second by Campbell, the meeting was unanimously adjourned at 7:14 p.m. OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
