12-06-2016 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 6, 2076 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, December 6 at 7:05 p.m. in the Council Chambers at City Hall, 1010 1�` Street South, Hopkins, Minnesota. Mayor Cummings called the meeting to order with Council Members Campbell, Halverson and Kuznia attending. Council Member Gadd was absent. Staff present included City Manager Mornson, Assistant City Manager Lenz, City Clerk Domeier, Director of Public Works Stadler, Director of Planning and Economic Development Elverum, City Engineer Stanley and Finance Director Harkess. ADOPT AGENDA Motion by Kuznia. Second by Campbell. Motion to Adopt the Agenda. Ayes: 4. Nays: 0. Motion carried. PRESENTATIONS 111.1. Recognition of Mary Shirley — Election Judge; Domeier (Memo) City Clerk Domeier thanked Mary Shirley for serving Hopkins as an election judge for over 50 years. Mayor Cummings shared her gratitude and presented Ms. Shirley with a Certificate of Commendation. CONSENT AGENDA Motion by Campbell. Second by Halverson. Ratify Checks Issued in November 2016; Harkess (Memo) 5. Approve Gallery Flats Parking Agreement; Stadler (CR2016-124) 6. Metropolitan Council Livable Communities Transit Orientated Development Program Grant Agreement Extension — Oxford Green; Beekman (CR2016-125) Ayes: 4. Nays: 0. Motion carried. NEW BUSINESS VII.1. Minnesota Historical and Cultural Heritage Grant Agreement; Elverum (CR2016-123) Director Planning and Economic Development Elverum provided a summary of the staff report. The City applied for and received a grant from the Minnesota Historical Society. The City will act as the Grantee but all costs and project management will be the responsibility of the Hopkins Historical Society. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 6, 2016 The Hopkins Historical Building Committee was in attendance. John Cooley thanked the members of the Albert Pike Lodge and the City leaders for helping obtain the Lodge. He talked more about the building report, transition to the museum and contributions. Mayor Cummings stated the City is very committed to preserving the history. She thanked the committee for their many hours of volunteer work and dedication to the project. Motion by Halverson. Second by Campbell. Motion to approve the Minnesota Historical and Cultural Heritage Grant Agreement between the City of Hopkins and the Minnesota Historical Society. Ayes: 4. Nays: 0. Motion carried. VII.2. 2017 Budget Meeting, 2017 Tax Levy and General and Special Revenue Fund Budgets; Harkess (CR2016-778) Finance Director Harkess provided an overview of the 2017 Tax Levy, General and Special Fund Budgets as provided in the staff report. The proposed budget includes spending in the general fund at $12,835,312 and a total tax levy of $12,945.032. The levy includes provisions for general fund operations and debt obligations. A proposed HRA tax levy of $310,200 is also included. The 2017 budget must be certified and sent to the County Auditor no later than December 28, 2016. Mayor Cummings invited the public to comment on the item. No comments were provided. Mayor Cummings talked about the challenges and the work the employees do to keep the tax levy as low as possible. She stated that the Financial Management Plan has been a great tool for planning for the future. Motion by Kuznia. Second by Campbell. Motion to Adopt Resolution 2016-080 approving the 2017 tax levy and adopting the 2017 General and Special Revenue Fund budgets. Ayes: 4. Nay: 0. Motion carried. VII.3. 2017-2021 Capital Improvement Plan; Harkess (CR2016-120) Finance Director Harkess provided an overview of the 2017-2021 Capital Improvement Plan as provided in the staff report. Ms. Harkess specifically highlighted the proposed plan for 2017. The proposed plan outlines the major capital items as well as funding for projects. Motion by Campbell. Second by Kuznia. Motion to adopt the 2017-2021 Capital Improvements Plan. Ayes: 4. Nays: 0. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 6, 2016 VII.4. 2017-2021 Equipment Replacement Plan; Harkess (CR2016-719) Finance Director Harkess provided an overview of the 2017-2021 Equipment Replacement Plan as provided in the staff report. Ms. Harkess specifically highlighted the proposed plan for 2017 and changes to the plan since last year. Council Member Kuznia stated that the equipment included was invaluable to the organization. Motion by Kuznia. Second by Halverson. Motion to Adopt the 2017-2021 Equipment Replacement Plan. Ayes: 4. Nays: 0. Motion carried.
