12-20-2016 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 20, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, December 20, 2016 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning and Development Director Elverum, Police Chief Johnson, Assistant City Manager Lenz, City Attorney Riggs, City Engineer Stanley and Public Works Director Stadler. ADOPT AGENDA Mayor Cummings announced that there was one change to the agenda. The new business presentation has been postponed until January 3, 2017. Motion by Gadd. Second by Campbell. Motion to Adopt Agenda as amended. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. Cops N Kids Shopping Donations Police Chief Johnson gave an overview of the Cops N' Kids Shopping event. Chief Johnson thanked the community partners and acknowledged the financial donation from Hopkins JCI. Officers Jessica Thomas and Stephanie Dressen presented a program about the shopping event and explained how the how students are selected and the requirements for participation in program. JCI Hopkins came forward to present a check in the amount of $3000 to the Cops N' Kids shopping program. Mayor Cummings thanked the Police Department and the community partners for making the Cops N' Kids Shopping event happen. CONSENT AGENDA Planning and Development Director Elverum gave an overview of the Center for Energy and the Environment Home Energy enhanced visits available to Hopkins residents for $50 per visit and the City contributes $50 per visit. Mayor Cummings commented on the benefits of the program. Motion by Gadd. Second by Kuznia. Motion to Approve the Consent Agenda. 1. Nays: None. Motion carried. NEW BUSINESS VII. 1. Resolution Approving On-Sale Wine and 3.2% Malt Liquor Licenses for Nachos Mexican Grill LLC dba Nachos Mexican Grill Inc.; (CR2016-122) City Clerk Domeier gave an overview of the staff report explaining that the Police Department found no reason to deny the liquor license and that the license holder would be required to attend liquor control training and be subject to compliance checks, as well as State certification and building and fire inspections before the Certificate of Occupancy is issued. Mayor Cummings welcomed the owners of Nachos Mexican Grill to Hopkins Mainstreet. Motion by Kuznia. Second by Campbell. Motion to grant On-Sale Wine and 3.2% Malt Liquor Licenses to Nachos Mexican Grill LLC dba Nachos Mexican Grill Inc. by adopting Resolution 2016-081 a Resolution Approving an On-Sale Wine and 3.2 % Malt Liquor Licenses to Nachos Mexican Grill LLC dba Nachos Mexican Grill Inc. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.2. Approve Final Plans and Order Bids 2017 Street and Utility Improvements City Project 2016-10; (CR2016-127) In addition to City staff, a representative present for the item was Mike Waltman, Bolton and Menk, Inc. City Engineer Stanley gave an overview of the 2017 Street and Utility Improvements project, outlining the proposed improvements and key issues. Mr. Waitman gave an overview of the project location and scope of the improvements. Mr. Waltman expiained that street widths were adjusted based on input from Public Works and the neighborhood. Mr. Waltman explained that the Three Rivers Park District would fund the trail improvements. Mr. Stanley discussed the need for the proposed additional work items including sanitary sewer work, sewer pipe lining, manhole sealing, drainage, sidewalk and alley repairs. Mr. Stanley explained that additionai items would increase the budget by approximately $450,000. Mr. Stanley gave an overview of the funding sources, budget and project schedule. Council Member Campbell asked about the Blake Road construction project. Mr. Stanley explained that Hennepin County would partner in funding the street patch and that the project would have a 3-week impact but traffic flow would be maintained. Council Member Kuznia commented that he appreciates that Public Works and neighborhood concerns were taken into account. Mayor Cummings commented on the large size of the 2017 street project and the importance of communication with those affected by the project. Mayor Cummings asked about the anticipated number of bids. Mr. Waltman commented that they hope to receive 5-10 bids. Motion by Kuznia. Second by Halverson. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 20, 2016 Motion to Approve Resolution No. 2016-083, Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids, 2017 Street and Utility Improvements, City Project 2016-10. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.3. Interim Ordinance Regarding the Regulation of Pawnshops, Currency Exchanges and Coin Dealerships; (CR2016-128) Planning and Development Director Elverum gave an overview of the staff report and explained that the moratorium would allow city staff time to study and understand the impacts. The Ordinance was drafted by the City Attorney and the second reading is scheduled for the January 3 Council Agenda. Council Member Gadd asked about the length of the moratorium. Ms. Elverum commented that the planning staff and the Zoning and Planning Commission could have up to one year before bringing it back to Council. Motion by Campbell. Second by Gadd. Motion to Approve Resolution No. 2016-084, approving Interim Ordinance 2016-1118, regarding the regulation of pawnshops, currency exchanges and coin dealerships. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS • City Hall will be closed on Monday, December 26, 2016 and Monday, January 2, 2017. • The next City Council Regular Meeting will be held on Tuesday, January 3, 2017 • Taste of Hopkins and State of the City Event at Hopkins Center for the Arts, 1111 Mainstreet: Thursday, January 26, 2017 — 5:00 p.m. • Mayor Cummings wished everyone Happy Holidays.
