2000-838 Ordinance No. 2000-838 AN ORDINANCE RELATING TO BUILDING, HOUSING AND CONSTRUCTION REGULATIONS AMENDING SECTION 400 OF THE HOPKINS CITY CODE BE IT ORDAINED by the Council of the City of Hopkins as follows: SECTION 1. That Hopkins City Code is amended by revising Sections 400.03 to read as follows: 400.03 Adoption of Minnesota State Building Code. Subdivision 1.Building Code. The Minnesota Sate Building Code, one copy of which is on file in the offices of the City Clerk, has been adopted by Minnesota Statutes, section 16B.59 to 16.B75 as a Uniform Building Code for the State. The State Building Code is hereby confirmed as the building code of the city and is incorporated in this chapter as completely as if set out in full. Subd. 2 Adoption by reference The ~ on~ ~= 1998 edition of the Minnesota State Building Code, as amended, adopts by reference certain codes, appendices, standards and supplemental materials, The following codes, appendices, standards and supplemental materials are adopted by reference and incorporated into this code as if fully set out at this point: a) 1997 edition of the Uniform Building Code, identified as "UBC"; Minnesota Rules Chapter 1305; b) 1993 1996 edition of the National Electric Code, identified as "NEC", Minnesota Rules Chapter 1315; c) Elevators and related devices, Minnesota Rules Chapter 1307; (1999) d) Minnesota Plumbing Code, Minnesota Rules, Chapter 1355, parts 4715.2860; 4715.3900-.4100; e) "Flood Proofing Regulations," June 1972, Office of the Chief of Engineers, U.S. Army; Minnesota Rules, Chapter 1335, parts 1335.0200 to 1335.3100, and FPR Sections 200.2 to 1405.3. f) The Uniform Mechanical Code 1991 Edition. Minnesota Rules, Chapter 1346; g) The Minnesota Energy Code, Minnesota Rules Chapter 7670 h) State of Minnesota Manufactured Home Rules identified as Minnesota Rules, Chapter 1350; i) Solar Energy Systems, identified as Minnesota Rules, Chapter 1325; J) Minnesota State Building Code, Technical Requirements for Fallout Shelters, Minnesota Rules, Chapter 1330; k) Minnesota Rules Chapter 1340, Facilitates for the Handicapped (1999); ~ 1997 Uniform Building Code Appendix Chapters 3,Division I, Detention and Correctional Facilities; 12, Division II, Sound Transmission Control; 15, Reroofing; 16 Division 1, Snowload Design; 29, Minimium Plumbing Fixtures; 31,Division II, Membrane Structures and 33, Excavation and Grading; Minnesota Plumbing Code, Minnesota Administrative Rule 4715, (1998) Rules relating to Public Swimming Pools, Minnesota Rules 4717.0100 to 4717.3900; Minnesota State Building Code, Code Administration, Minnesota Rules Chapter 1300; Certification and Continuing Education of Building Officials, Minnesota Rules Chapter 1301; Building Construction and Sate Agency Construction Rules, Minnesota Rules Chapter 1302; Prefabricated Structures, Minnesota Rules Chapter 1360; ~s) Minnesota Rules Chapter 1370, Storm Shelters. Subd. 3. Building Official. For purposes of this chapter the term umlding Official means the city Chief Building Inspector". Subd. 4. Building Permits required. It is unlawful for any person to perform any work regulated by this section without first having obtained a license, if required, and a permit to do so, and paid all the fees set out in Section 107, and Table 1-A 1997 of the Uniform Building Code. SECTION 2. That Hopkins City Code is amended by revising Sections 400.05 Plumbing by adding a new Subd. 4 to read as follows: 400.05 Plumbin~ Subd. 4. Fees Doubled. If a person begins any plumbing or utility work for which a permit is required by this Chapter and has not obtained a permit from the Building Official for such work, the person shall, when subsequantly securing such permit, pay double the fees required for such permit. Section 3.
