03-06-2018 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 6, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, March 6, 2018 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Director of Planning and Development Elverum, Police Chief Johnson, Assistant City Engineer Eric Klingbeil, Assistant City Manager Lenz, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Motion by Gadd. Second by Campbell. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. Oath of Office— Police Officer Erin Winkler Police Chief Johnson introduced Police Officer Winkler. City Clerk Domeier issued the Oath of Office and Police Officer Winkler's mother pinned on her badge. Police Officer Winkler thanked the City Council for the opportunity to serve the citizens of Hopkins. On behalf of the City Council, Mayor Cummings congratulated and welcomed Officer Winkler to the City of Hopkins. 111.2. Sheriff Stanek — HCSO 2018 Priorities Presentation Hennepin County Sheriff Stanek gave an update on the Hennepin County Sheriff office's public safety, policy and service. Sheriff Stanek discussed the Hennepin County public safety area, duties, agency leadership and crime statistics. Sheriff Stanek commented that the Text 911 service is operational. There was Council discussion about the importance of coordination with other public safety agencies to serve the community and to work together to solve the opioid crisis. Mayor Cummings asked if Narcan, the emergency treatment for an opioid overdose, is available to the general public. Sheriff Stanek commented that Narcan is available at local pharmacies and discussed Steve's Law that provides protection for those who call 911 without fear of legal consequences. Mayor Cummings thanked the Hennepin County Sheriffs Department for their continued interaction with the Hopkins Police Department and the City of Hopkins. 111.3. Hopkins Police Department 2017 Annual Report Police Chief Johnson presented the 2017 Hopkins Police Department Annual Report and 2017 statistics and accomplishments. Chief Johnson commented that the Hopkins Police Department is committed to serving the community and building positive relationships, working on community issues, education, immigration issues, outreach initiatives and staff training. Chief Johnson commented that less than 1% of the time the HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 6, 2018 Hopkins Police Department had to use force during encounters. The Annual Report is available at City Hall, the Police Department and on www.hopkinsmn.com. Mayor Cummings commented on the respect and support of the Hopkins Police Department within the community. There was discussion that the increase in calls for service is due to residents feeling more comfortable to call 911. Chief Johnson commented that Deterra Drug Deactivation packs are available in the Hopkins Police Department lobby. On behalf of the City Council, Mayor Cummings thanked the Hopkins Police Department. Chief Johnson thanked the Council, city staff and residents for their support. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Resolution Amending Legislative Policy 5-D — Special Event Policy 4. Ratify Checks Issued in February 2018 Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. Approve Final Plans and Order Bids — 2018 Street and Utility Improvements, City Project 2017-10 In addition to City staff, representatives present for the item were Nick Amatuccio and Mike Waltman, Bolton & Menk. Assistant City Engineer Klingbeil gave an overview of the 2018 Street and Utility Improvement project and project development process. Mr. Amatuccio gave an overview of the sanitary sewer, water main, storm sewer and service line replacement improvements. Mr. Amatuccio discussed the proposed street widths and bike lanes. Mr. Klingbeil discussed other improvements, project budget and costs. Mr. Klingbeil commented that increased costs for the sanitary sewer and water system are due to age and depths of the services. Mr. Klingbeil reviewed the project schedule and commented that another neighborhood meeting is scheduled for early May. Mayor Cummings commented on the importance of community outreach and for residents to attend the community meetings. There was Council discussion about the 11th Avenue South project. Mr. Klingbeil commented that the water main replacement would require a short road closure and the mill and overlay could be done with traffic. Josh Hrabe, Bolton & Menk, would be the onsite project contact for area residents. Motion by Gadd. Second by Kuznia. Motion to adopt Resolution 2018-024, Resolution Approving Plans and HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 6, 2018 Specifications and Authorizing Advertisement for Bids, 2018 Street and Utility Improvements, City Project 2017-10. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. VII.2. First Reading: Ordinance Amending Chapter 1200.17 of the Hopkins City Code Pertaining to On-Sale 3.2 Percent Malt Liquor Sales City Clerk Domeier gave an overview of the amendment to the Hopkins City Code that pertains to on-sale of 3.2 percent malt liquor at golf courses. Meadowbrook Golf Course no longer has a clubhouse that meets the definition of a restaurant. Staff explored options for the golf course to obtain a liquor license before the season opening. The license is allowed in the State Statute. Motion by Campbell. Second by Kuznia. Motion to adopt for first reading Ordinance 2018-1129, An Ordinance Amending Section 1200.17of the Hopkins City Code Pertaining to On-Sale 3.2 Percent Malt Liquor Sales. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. ANNOUNCEMENTS • Annual Empty Bowls Fundraiser for Hunger at the Hopkins Center for the Arts, 1111 Mainstreet: Tuesday, March 13, 2018 11 a.m. to 7 p.m. • World's Shortest St. Patrick's Day Parade from the American Legion to Hopkins Elks Lodge #2221: Saturday, March 17 2:00 to 3:00 p.m. • Hopkins Academy will be held on April 5, 12, 19 and 26.
