03-20-2018 City Council MinutesHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 20, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, March 20, 2018 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Finance Director Bishop, City Clerk Domeier, Director of Planning and Development Elverum, Assistant City Manager Lenz, City Attorney Riggs and Public Works Director Stadler. ADOPT AGENDA Motion by Campbell. Second by Gadd. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Minutes of the March 6, 2018 City Council Regular Meeting Proceedings 2. Minutes of the March 6, 2018 City Council Work Session following Regular Meeting Proceedings 3. Second Reading: Ordinance Amending Chapter 1200.17 of the Hopkins City Code Pertaining to On -Sale 3.2 Percent Malt Liquor Sales 4. Resolution Establishing Legislative Policy 3-G — Electronic Signature Policy 5. Subrecipient Grant Agreement — Moline Park and Ride 6. Purchase Agreement — Moline Park and Ride Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.. Authorize the Sale of $6,645,000 General Obligation Bonds, Series 2018A and $3,355,000 General Obligation Tax Abatement Bonds, Series 2018B Finance Director Bishop gave an overview of the staff report discussing the bonds, funding and projects financed. Approval of the resolution would allow the staff to proceed with the bond rating. Mayor Cummings asked about the different uses for the general and tax abatement bonds. Mr. Bishop explained that there are separate classifications and he would get more specifics and update the Council. Mayor Cummings asked if the bonds were bank qualified. Mr. Bishop commented that bonds issued under ten million are bank qualified. Motion by Campbell. Second by Kuznia. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 20, 2018 Motion to adopt Resolution 2018-25 Providing for the Sale of $6,645,000 General Obligation Bonds Series 2018A. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Campbell. Second by Gadd. Motion to adopt Resolution 2018-027 Providing for the Sale of $3,355,000 General Obligation Tax Abatement Bonds, 2018B. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. VI1.2. 2017 4th Quarter Financial and Investment Report Finance Director Bishop reviewed the 2017 4th Quarter Financial and Investment Report with the Council. Mr. Bishop gave an overview of the General Fund revenues & expenditures, the Special Revenue Fund revenues, expenditures & financial position, and an overview of the Enterprise Fund revenues, expenditures & financial position. Mr. Bishop commented that the General Fund met the goal of the fund balance policy. Mr. Bishop discussed the financial position of the Arts Center and Depot Coffee House. The Depot Coffee House revenues were down due to the Highway 169 construction project and that staff has a plan of price increases and asking for additional support from funding partners. Mr. Bishop discussed the changes and impacts to the Financial Management Plan (FMP). The 5 -year average impact to homeowners is $104. Mr. Bishop explained the next steps in the budget process which include settling employee contracts, the bond sale and continuing to update the FMP. Mayor Cummings asked about the FMP and 2019 budget process. Mr. Bishop explained that the FMP is updated regularly and discussed the 2019 budget timetable. Mayor Cummings thanked Mr. Bishop for his report. VIII. ANNOUNCEMENTS • Hopkins Academy will be held on April 5, 12, 19 and 26. ADJOURNMENT There being no further business to come before the City Council and upon a motion by, Kuznia second by Campbell, the meeting was unanimously adjourned at 7:22 p.m. OPEN AGENDA — PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
