03-20-2018 Work Session after City Council MeetingMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, March 20, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, March 20, 2018 at 7:27 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Morrison, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. Public Works Council Member Halverson discussed the need for a stop sign in the alley between Gallery Flats Apartments and the Elks Lodge. Staff will investigate. Community Development Director of Planning and Development Elverum updated the Council on the following: • Sanctuary at Oakridge, a proposed four single family lots that would require a Comp Plan amendment and rezoning. Staff is supportive of the development and there has been no opposition from the neighboring condos and church. Council should address questions or comments to Ms. Elverum. • Staff will be giving the Creekview Apartments developer some feedback regarding the proposed design concept. The developer is waiting on Minnehaha Creek requirements. The apartments will be market rate and the current tenants are still living there. Ms. Elverum updated the Council on the public input and development process. • Pawn America is looking to relocate to a possible site at the corner of Blake Road and Cambridge Street. The site does not meet distance requirements in the zoning code. There was discussion about the site, current use and neighborhood impacts. Staff has investigated other possible sites for the pawn shop. Questions or comments should be directed to Community Development staff. • Discussion of automobile dealership and business uses. • The 8"' Avenue road closure sculpture will be installed in April. The sculpture will be easy to operate, maintenance free and have a locking mechanism. • Discussion of the Artery Grand Opening event on June 2. Ms. Elverum updated the Council on the event budget and funding. • The new Community Development Coordinator will begin next week. City Council: • Council Member Kuznia will be attending the Cold Storage Joint Working Group meeting on April 4. • Council Member Kuznia commented that a resident has contacted the Cub Scouts about placing flags along the Avenues. The flags will not be placed in the right-of- way and would be removed after the holiday. • Council Member Halverson discussed a resident complaint about a possible maintenance issue at Gold Crest Apartments. Residents should contact the Inspection Department. • Council Member Gadd will be attending the League of MN Cities Legislative Session and the SWLRT Corridor Management Committee meeting. • There was Council discussion about locating organization memorials on City property. • Council Member Campbell will be attending the 169 Mobility Study meeting next week. • Council Member Campbell asked about sidewalk plowing. • Mayor Cummings discussed an email from a resident complimenting the church bell tower music. • Mayor Cummings discussed a resident concern regarding water drainage and ice accumulation on a sidewalk on 11th Avenue. Staff will follow up. • Mayor Cummings is meeting with the Hopkins Men's Shed at the Activity Center on Thursday. • Mayor Cummings shared a thank you note regarding the Hopkins Police Department. • Discussion of attracting more diversity on boards and commissions. City Manager Mornson provided the following updates: • The Hopkins Hockey Association and Mainstreet Bar and Grill will be at the April 10 City Council Work Session to discuss the bingo policy. The City Clerk is researching the policy. • Discussion of the application and appointment process to the Park Board and Planning & Zoning Commission. Discussed ideas how to set up the board and commission members for success and commitment. Staff will update the Council at a future work session. • Volunteer dinner for boards and commissions on May 24. • Discussion of the Hopkins Academy.
