06-19-01A regular meeting of the Hopkins City Council was held on June 19, 2001, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Brausen, Jensen, Hesch, and Johnson.
Also, present were staff members Mielke, Genellie, Stadler, Kerrigan, Reid, and City
Attorney Jerre Miller.

Mayor Maxwell called the meeting to order at 7:40 p.m.

Council Member Hesch moved and Council Member Jensen seconded a motion to approve
the Consent Agenda. A poll of the vote was as follows: Council Member Brausen, aye;
Council Member Jensen, aye; Council Member Hesch, aye; Council Member Johnson, aye;
Mayor Maxwell, aye. The motion carried unanimously.
V. OATH OF OFFICE
1. Chemical Health Commission
Jacob Stacken and Kelsey Hessel were sworn as student representatives of the Chemical
Health Commission.
VI. PRESENTATION
1. Raspberry Festival Presentation, Garry Anderson and Jim Thompson

Garry Anderson and Jim Thompson, co-chairs of the Raspberry Festival, appeared before
the Council to present a brief summary of the Raspberry Festival events and Raspberry
buttons to the Council.
VII. NEW BUSINESS
1. Approve Agreement Lease with Metro Transit Park and Ride, (CR2001-77)
Steve Stadler said this agreement would allow Metro Transit to improve the current park-n-
.ride, creating a Transit hub. The park-n-ride is on City owned property. In the fall of
2000, the City Council approved a transit hub to be located at the current park-n-ride
location on 8th Ave S and Exc Blvd. In February 2001 the City Council approved a transit
hub design. Construction is scheduled to begin in July 2001. The property will be leased
for five years with a possible five-year extension. Metro Transit will be responsible for all
improvements and for all maintenance and repairs and the City will have the authority to
do maintenance and repair and charge the costs back to Metro Transit.
Mr. Stadler reviewed the final design.
In answer to Mayor Maxwell's questions, Mr. Stadler said that there are forty parking
spots, the plan is to complete by the end of September, and the restrooms will be
permanent structures.
Chief Reid answered Mayor Maxwell, stating that the Hopkins Police Department will be
the primary responder, but Metro Transit will also police the site.
In response to Mayor Maxwell's question regarding insurance Mr. Stadler said that an
insurance clause was not in the previous agreement and had not been incorporated into
this agreement, but one could be added. City Attorney, Jerry Miller added that each entity
would be responsible for their situation regardless, but that he could incorporate language
that would require proof of insurance.
The Council agreed that they would like to have the insurance clause added.
Council Member Brausen moved and Council Member Hesch seconded a motion to
authorize the Mayor and City Manager to sign a joint use and maintenance agreement
between the City of Hopkins and Metro Transit for a transit hub/park-n-ride facility. A poll
of the vote was as follows: Council Member Brausen, aye; Council Member Jensen, aye;
Council Member Hesch, aye; Council Member Johnson, aye; Mayor Maxwell, aye. The
motion carried unanimously.
2. Resolution to Abolish the Police Civil Service Commission of the City of Hopkins,
(CR2001-80)
Chief Craig Reid said that statutes require that the City Council adopt a resolution two
times unanimously at separate meetings to make the abolition be effective.

Chief Reid said that the Civil Service Code was established the 1940's. The control and
supervision over the hiring, promotion, discipline and discharge processes involving
employees of the Police Department are now dealt with in the collective bargaining
agreements, Administrative Policy 8-C, and State Statute. The Commission no longer
conducts hiring or promotional testing. They approve the process designed by department
staff. Chief Reid said that timelines and the bureaucracy added to the hiring process place
the Police Department at a competitive disadvantage when recruiting quality candidates for
open positions.
Council Members Hesch and Jensen both stated that one goal of the Council is to reduce
unnecessary bureaucracy. The Commission is no longer a useful tool, but in fact reduces
safety and the effectiveness of the department.
Council Member Hesch moved and Council Member Jensen seconded a motion to adopt
Resolution 2001-39 as the first of two approvals necessary to abolish the Police Civil
Service Commission of the City of Hopkins. A poll of the vote was as follows: Council
Member Brausen, aye; Council Member Jensen, aye; Council Member Hesch, aye; Council
Member Johnson, aye; Mayor Maxwell, aye. The motion carried unanimously.
VIII. ADJOURNMENT
There being no further business, Council Member Johnson moved and Council Member
Jensen seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:03 p.m.
