A work session of the Hopkins City Council was held at 6:30 p.m. on November 9, 1999,
at the City Hall. Council members present were Mayor ~rP~'41 and Couacfi members

Also present were Mark Koegler of Hoisington Koegler, Nora Davis, Pre~i~~t of HBCA,
Gordon Wiborg of the police department and Nelson Berg of the Parking Task Force.

Nora Davis discussed the history. She mated one problem was the lack of a registry of

Mr. Berg of the task force noted the lack of property in the process has been a
problem. Special service districts would spmead the cost out; with special assessmeids there would
be "a fight OII every lot."

Mr. Mlet~ should talk to the HBCA and bring a list of +t+t* that can be implemented
right away, such as one colour permits, education, expansion of permit areas, 10 p.m. restric*~cm
removal, etc.

insurance oaverage by X30, c~ntraated to the present Hopkins budget for 2.5 ~ and X10.
