11-18-97A regular meeting of the Hopkins City Council was held on Nov mb r 18, 1997, in th
Council Chambers of th Hopkins City Hall.
Present were Mayor Redepenning and Council Members Maxwell, Jensen, Hesch, and
Johnson. Also present wero staff members Mielke, Ganellie, Stadler, Kerrigan, Gass le,
and City Attorney Jerro Miller.
I. CALL TO ORDER
Mayor Radepenning called the meeting to order at 7:35 p.m.
II. OPEN AGENDA -PUBLIC COMMENTS AND CONCERNS
Tim Moynihan, 361 Althea Lane, along with Mark Peterson, .stated that the City of Hopkins
does not provide the same ball park facilities for the women's fast pitch that it does for the
boy's and man's softball and baseball. They asked the city to consider a facility with lights
for worn n's fast pitch leagues.
Teri Rolf, 237 6"' Avenue North, requested that the Council initiate a formal investigation
of staff to determine why the problems of flooding and sanitary sewer back ups have not
been addressed until now.

Council Member Johnson moved and Council Member Hesch seconded a motion to
approv the Consent Agenda. A poll of the vote was as follows: Council Member
Maxwell, aye; Council Member Jensen, aye; Council Member Hesch, aye; Council Member
Johnson, aye; Mayor Redepenning, aye. The motion carried unanimously.
IV. NEW BUSINESS
1. Consider feasibility report, Third Avenue and Sixth Street North (CR97-212)

Dale Folen from RCM Associates, Inc. who addressed th causes of the flooding and
present d alternative measures to resolve the problems along with the impact of those
measures. Mr. Stadler said the full feasibility study will be presented for Council
consideration on December 2"~.
2. Accept feasibility report, order public hearing, Interlachen street
improvements(CR97-213)
St ve Stadler told the Council that Bolton and Menk has completed the feasibility study
concerning street improv~nents on Preston Lane, Ashley Road and Holly Road that Council
authorized at its September 2"~ meeting. Mr. Stadler introduced Ron Roetzel from Bolton
and M nk who went over the scope of the project. The total cost of the project is
estimat d to be 8498,900.
Council Member Hesch moved and Council Member Jansen seconded a motion to adopt
R solution 97-114, resolution ordering public hearing, 1998 Residential Street and Utility
Improvements, Project 97-12. A poll of the vote was as follows: Council Member
Maxwell, aye; Council Member Jensen, aye; Council Member Hesch, aye; Council Member
Johnson, aye; Mayor Redepenning, aye. The motion carried unanimously.
3. Change order, 1997 EVP project (CR97-209)
Jim Gessele told the Council that the project ordered by Council at its October 21 meeting
should have reflected a total of ten units each for pedestal and light fixture EVP conduit
oxte,.~sion. The documents actually detailed six. The change order will allow the contract
to correct that amount. The cost difference is an additional 83,020.00.
Council Member Johnson moved and Council Member Maxwell seconded a motion to
approve Change Order Number one as it pertains to Project 97-06, 1997 EVP System
Installation. A poll of the vote was as follows: Council Member Maxwell, aye; Council
M mb r Jensen, aye; Council Member Hesch, aye; Council Member Johnson, aye; Mayor
R d p nning, aye. The motion carried unanimously.
VII. REPORTS -COMMITTEES/COMMISSIONS
Council Member Jensen said that the Human Rights Commission met the previous night
and saw a movie about hate crimes. Jensen further stated that she received a list of
approximately thirty ideas for Human Rights Commissions, and that Hopkins has
implemented all but a few. Jensen expressed her pride in the community and thanked Jim
Genelli for his role with the Human Rights Commission.

Council Member Hesch thanked those who contributed to Sunday's open house at the
Hopkins Center for the Arts.

There being no further business, Council Member Hesch moved and Council Memb r
Maxw II seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 9:27 p.m.
