07-09-96 WSCITY COUNCIL WORKSESSION MINUTES July 9,1996 Emergency Management Plan Dave Klocek explained the Emergency Management Plan to the City Council. The City Council had questions concerning the role of the Council during an emergency. Mr. Klocek explained that the Council has to be available to make emergency decisions such as approvaling the expenditure of funds. The Council had other concerns such as congregate care and the coordination of volunteers. Mr. Klocek explained how the plan covered these areas. Sign Grant Program The City Council discussed the issues of grants for awnings and the overall funding of the programs. The Council directed staff to continue to revise the program to include the following: allowing grants for awnings; examining some sort of guarantee of quality or life expectancy for signs; possibly amortizing the cost of the signs over a five year period; requiring insurance for signs; limiting the City's funding to 2596; and not exceeding the authorized budget. Staff will come back to the Council at a future Council meeting with recommendations for changes to the sign grant program. County Road 3 Steve Stadler reported on the costs of relocating a home in order to build the 19th Avenue cul-de-sac. Staff has determined that moving the home would cost almost as much as purchasing the existing home demolishing the home and selling the property for a new house. Mr. Stadler informed the Council of another option regarding the street which would not require moving or buying the house. The street could end in a T instead of a full cul~le,sac. The City Council preferred to pursue the building of a cul~le-sac. They directed staff to negotiate with homeowners on a fixed price for the purchase of the house and the relocation of the homeowners. Staff would then return to the Council with this cost.
