WORKSESSION MINUTES
January 51,1995
8:00 p.m.
A Council worksession was held on January 31,1995. The meeting was called to order at
5:00 p.m. in the Raspberry Room. Present were Mayor Redepenning and Councilmembers:
Chuck Kritzler, Fran Hesch, Gene Maxwell, and Bob Anderson. Also present were City staff
members Steve Mielke, Tom Harmening, Paul Steinman and Jim Kerrigan. Also in attendance
were: Kate Kinnich and Diane Banta of the Hopkins Area Arts Association.
I. Arts Facility ProJec~
Paul Steinman gave an update and a status report on the work which has been done by the
Hopkins Area Arts Association (HAAA) and the various tenants since the last time the Council
discussed this topic. Tom Harmening showed the Council a potential site plan and a project
of 27,000 square feet which would have a budget of $2.9 million.
Discussion was held by the Council on the site plan that was shown, the timing of the project
and whether the Council wished to proceed with the arts center, due to the passage of the de-
velopment agreement on the Suburban Chevrolet property.
After discussion, it was the consensus of the Council that staff should begin preparing back-
ground information for the Council's consideration at a future meeting in March, and further,
that the Council affirTn its earlier resolution in support of the project.
Kate Kinnich of the Hopkins Area Arts Association discussed with the Council their efforts to
date in trying to make the arts center a reality. She asked the Council whether or not it was
the Council's desire for~HAAA to actively pursue human and financial resources as part of a
fund raising effort. It was the consensus of the Council that, in fact, the Council did want
HAAA to begin a fund raising effort in order to help finance the capital construction of the
project.
Mayor Redepenning asked the Council if they had read the guest column concerning develop-
ment successes in Hopkins. It was the consensus of the Council that the column was a good
idea but that it should be shortened and discuss more about the vision of the community and
the opportunities for public input. City Manager Mielke indicated that adjustments would be
made to the column to reflect the Council's concerns.
Motion was made by Chuck Kritzler, seconded by Bob Anderson, to adjourn the meeting. The
meeting was adjourned at 9:35 p.m.
