A regular seating of the Hopkins City Council Nas held on
Ray 17, 1994 in the Council Chaabers of Hopkins City Hall.
Present Nara Mayor Redepsnninq, Councilmembers Anderson,
Hasch, ~Critaler and Naxvall. Also present vets staff
sesbars Kialke, Ganellis, Gustafson, Haraeninq and City
Attorney Jana Killer.
I. CALL TO ORDER
Mayor Radapanning called the meeting to order at 8:45 p.s.
II. OPEN AGE
Larry ]~elso, Executive Director of the Raspberry Festival,
appeared before Council to up date then on the thane for the
festival. The Festival viii celebrate their 6o year
anniversary phis year.
The Council thanked 18r. 'Celso for coasinq to the meeting and
Niab~ thew wall.
III. SNEAKING IN CERElIONY -POLICE RESaxvaS
Mayor R~edapenninq called upon Ctiief Earl Johnson to inform
the Public about the Head for the Reserves.
Chief Johnson cited the dedication of the r~~-*rves and
stated that each reserve officer donates a 1,000 hours of
Mork each year to the City of Hopkins. The Chief than
introduced Sergeant Narren Neff, rho is in c~+~*•qe of the
reserve program.
Sergeant Nsff also praised the reserves and introduced
Reserve Captain Rob Briamar vho introduced the six reserve
officers to be sworn in.
City Clerk Jim Genallie adainistared the oath of office to
the following reserves:

Mayor Redepenninq called for coaments from the audience.

Roger Gordon, l~ttorney for 8r. and mss. Hayes, ~~~ressed the
Council on the fairness issue of the aoratorium. 8e stated
that MF. and lbs. Hayes had set all of the requirements
before the aoratorium had been presented to Council.
Bruce l~lalkerson, littvt~s~ for Z3 families in the Hellgrove
area, stated that in looking over the ordinance he could see
several discrepancies leading to confusion and endorsed the
moratorium.

Tam Harmeninq qaw the Council a brief status report on the
County Road 3 project.
Mr. Mark Roegler and Rusty Fifield, of the Hoisington
Roegler Group, rare present and qaw the Council an update
on the project. Mr. Roesler said that they could be back in
late fly rich a complete update.
Council thanked them and said to continue the good cork.

Staff recommaended a~~rt~~al of the folla~rinq action:
Authorise the City Attorney to execute a Stipulation
Agreement in conjunction rith ION $lectronics bankruptcy
case.
Stew l~ielke gave the Council an update on the bankruptcy
and City Attorney Killer cited the best course of action in
his opinion.
After further discussion Councilmember Hesch moved and
Councilmaa~ber Rritaler seconded the motion to authorise the
City Attorney to execute a Stipulation Agreement.

AND ADMINISTRATION OF :svani•S (apt. 94-95)
Staff recommended adoption of the follaaring motion: lrtove to
approve the concept of the City of Hopkins accepting
sponsorship and administrative duties for portions of the
Raspberry Festival and to instruct staff to rock rith the
Raspberry Festival to preYare a budyal, for Council adoption
and to authorise the City Manager to receive and expend
funds rithin the adopted budget.

Adoption of this lotion Mill a11oM for a collaborative
effort betNeen the Raspberry Festival and City of Hopkins,
allo~rinq the City to ac~:e~t charitable gaming funds related
to the coat of providing events for the Raspberry Festival
Community celebration.
Larry Ralso stated that ha had the a~~roval of the state
Gaming Board that the above procedure is rithin the legal
bounds. Ha also has a letter from the State Gaming Board
confirainq the above procedure.
H'r. Kislke also stated that he had looked into all aspects
and that to administer the help to the Raspberry Festival
would not cost the City tax payers any money.
After discussion Councilme~ber Anderson moved and
Councilmember l~axrell seconded the aotion to a~pso~-e the
City of Hopkins accepting sponsorship and administrative
duties far portions of the Raspberry Festival.

Councilmambsr Maxwell said that the Park Board had set
Monday evening and ha had received an update on ~~~y Oak
Park and !laetsold Field. He also stated that the Lions Club
had agreed to pay for ~rinq the flag from Suburban
Chevrolet to lrlaetsold Field, dedicating the flag ~to 1~.
i~aetsold Mith a plaque.
Mayor Redepenninq thanked the Hopkins Jaycees for the fine
job that they did for l~ainstraet Days. In spite of the rain
a very good time ras had by all.
